Roadside Memorials

The Roadside Memorials Administrative Order requires the person who places a roadside memorial to submit their contact information to the Municipality.

The information collected will be used to contact the person responsible for the memorial should the Municipality require it to be relocated to facilitate road works or maintenance, or if the installation is in need of maintenance. For any questions, please email: ROWpermitapps@halifax.ca.

In accordance with Section 485 of the Municipal Government Act (MGA), the personal information collected on this form will only be used by municipal staff and, if necessary, individuals under service contract with the Halifax Regional Municipality for purposes relating to the management of roadside memorials in the municipal public right of way.

Things to Know
  • In 2019, HRM Council approved a policy on roadside memorials placed within the HRM Public Right of Way. This policy defines the length that a roadside memorial can be placed within the public right of way at a maximum of 24 months.
  • No more than one roadside memorial per individual or event may be installed.
  • The roadside memorial must be placed outside the traveled path and occupy at most 1.5 cubic meters, with a maximum height of 1.0 m, and placed no deeper than 30 cm below grade.
  • The Municipality assumes no responsibility for the installation, maintenance, or replacement of memorials.
  • The person placing a roadside memorial must submit contact information by completing the roadside memorial form.
  • The Municipality may remove a roadside memorial that does not meet policy guidelines.

Q. Where can I find information about roadside memorials?
A. In 2019, HRM Council approved a policy on roadside memorials placed within the HRM Public Right of Way. In 2020 HRM Council updated the policy to include Administrative Order 2020‐006‐OP.

Q. I have concerns regarding a roadside memorial, who do I reach out to?
A. Please email ROWpermitapps@halifax.ca your concerns, including a photo and location of the roadside memorial. ROW Services will process your request and balance what the policy requires while still being compassionate toward others.

Q. Who moved my roadside memorial?
A. If a roadside memorial form was submitted and HRM did not reach out to you, the memorial may have been removed accidentally. Please email ROWpermitapps@halifax.ca for more information. If a roadside memorial form was not submitted, HRM may hold the memorial for up to 30 days until the owner contacts HRM. If no person claims the memorial after 30 days, it may be disposed of by HRM.

Q. What will happen to the roadside memorial during construction?
A. If a construction project conflicts with the location of a roadside memorial, HRM will reach out to the owner to collect the memorial, and the 24-month duration will be paused. Once the project is complete, the Owner will be notified, and the time will resume. If a roadside memorial form was not submitted, HRM may hold the memorial for up to 30 days until the owner contacts HRM. If no person claims the memorial after 30 days, it may be disposed of by HRM.
