districts for the 2012 Municipal election was released on Tuesday December, 20,
2011
HRM Submission to NSUARB - October 2011
Following public consultation, a recommendation on HRM’s 16 new polling district boundaries for the 2012 Municipal and School Board elections was proposed.
The recommendation that was forwarded was Scenario 1 (as presented to the public) with two substantial and several minor revisions coming from the public consultation. A regional and 16 district maps which outline the recommended boundaries are provided.

NSUARB Board Hearings – November 7-9th, 2011
The Nova Scotia Utility and Review Board held public hearings on the proposed boundaries for the 16 polling district in HRM on Monday November 7th and Wednesday November 9th. Public submissions were made the evening of Monday November 7th. All the information presented to the Board can be found on the NSUARB web site at

Nova Scotia Utility and Review Board - Phase 1
The Decision of the Nova Scotia Utility and Review Board on the number of Districts and Councillors was released on July 27, 2011.
For the next election in October 2012 the NSUARB has reduced the number of Districts in HRM to 16 plus the Mayor.
Based on the decision of the NSUARB District Boundaries for the next Municipal Election in HRM in October 2012 will be substantially different than they are today.

Next Steps:
- The next step is for HRM to determine the districts boundaries based on 16 districts in HRM.
- The proposed boundaries will be submitted to the Nova Scotia Utility and Review Board (NSUARB) in early September.
- The Nova Scotia Utility and Review Board (NSUARB) will then undertake public hearings to hear the views of the public on the proposed district boundaries (not the number of districts - that has been determined with the decision of the UARB). The tentative dates for those hearings are October 12 - 14th.

Application to the Nova Scotia Utility and Review Board
In keeping with the motions of Council of August 2010 and November 2010, HRM has completed the review of the number of districts and district boundaries for the 2012 Election. HRM has forwarded that submission to the Nova Scotia Utility and Review Board.
The following is the summary of HRM's submission and the proposed maps of the 23 districts in HRM:
The Nova Scotia Utility and Review Board is now responsible to review and hold hearings on HRM's application and make a final decision on both the number of districts (size of Council) and district boundaries.
The Board has advised HRM that they are contemplating the following schedule for that review:

Reports & Background
Every eight (8) years all municipalities in Nova Scotia are required to conduct a review of the number and boundaries of polling districts within their municipality, including determining the total number of districts and councillors and the fairness and reasonableness of district boundaries (Nova Scotia Municipal Government Act section 369 (1).)
HRM’s last major review was carried out in 2004. In that review HRM was mandated to conduct our next review in 2010 so that the review would be complete before the next municipal election in October 2012.
The Halifax Regional Municipality conducted review in two phases, as directed to by the Nova Scotia Utility and Review Board, who are the provincial body who are mandated to receive and review HRM’s application and decide to either accept HRM’s recommendation or amend it.
