That Halifax Regional Council rescind part 1 of the recommendation for Item 14.1.3 from the March 27, 2018 meeting which was to “decline to add new dates to the front of the Cenotaph in order to protect the heritage value of the memorial” in order to enable Regional Council to direct the Chief Administrative Officer to add new, bronze dates for Afghanistan (2001 – 2014) to the front of the Cenotaph as outlined in Alternative 1 of the staff report dated March 6, 2018 [PDF].

That Halifax Regional Council:
1. Direct the Chief Administrative Officer to negotiate a Grant or Contribution Agreement with a party (or parties) identified by the Housing and Homelessness Partnership’s (HHP) Homelessness Working Group, and that the agreement include the key terms and conditions identified in Attachment 1 of the staff report dated February 19, 2019; and
2. Authorize the Mayor and Municipal Clerk to execute the agreement subject to review and approval as to form and authority by Legal Services.

That Halifax Regional Council give First Reading to proposed By-law F-400, Respecting the Distribution of Flyers, as set out in Attachment 1 of the staff report dated February 15, 2019.
15.1.2 Partial Declaration of Surplus Property and Partial Park Closure – Colby Village Green Area P-15 [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to sell the portion of park shown in ‘Attachment B’ as outlined in the staff report dated February 4, 2019, as “Area of Park to be Closed” in accordance with Administrative Order 2018-004-ADM and further direct that the proceeds from the sale be used for parks, playgrounds and similar public purposes.
15.1.3 Proposed Amendments to Administrative Order 2018-003-ADM, Respecting Private Road Maintenance - Road Maintenance Fee for Cambrian’s Cove Homeowners’ Association [PDF]
Motion:
That Halifax Regional Council:
1. Approve an annual uniform charge of no more than $680.00 per property, to be applied against properties abutting Cambren Drive, Five Island Road, Hawkins Drive and Kenley Road, as depicted in the map shown in Appendix A of the staff report dated December 1, 2018, effective with the 2019-20 fiscal year for funding the road maintenance activities of the Cambrian’s Cove Homeowners’ Association.
2. Adopt the amendments to Administrative Order 2018-003-ADM, Respecting Private Road Maintenance, as set out in Appendix B of the staff report dated December 1, 2018.
3. Subject to the adoption of the amendments to Administrative Order 2018-003-ADM, authorize the Mayor and Clerk to sign on behalf of HRM, an Agreement between HRM and the Association in the form approved by Regional Council on February 11, 2014.
15.1.4 Springfield Lake Recreation Centre [PDF]
Motion:
That Halifax Regional Council:
1. Authorize the Chief Administrative Officer to negotiate and execute a Facility Operating Agreement with Springfield Lake Recreation Centre substantially in the same form as set out in Attachment 2 of the staff report dated April 11, 2019;
2. Award a sole source contract to Springfield Lake Recreation Centre for field monitoring services at the Upper Sackville All-weather Field for a period of three (3) years at a cost of $72,898.73, and direct the Chief Administrative Officer to negotiate and execute a Field Monitoring Service Agreement substantially in the same form as set out in Attachment 3 of the staff report dated April 11, 2019;
3. Approve Springfield Lake Recreation Centre retaining the Q526 reserve contribution for the 2018/19 fiscal year; and
4. Direct the Chief Administrative Officer to amend Q526 – Capital Fund Reserve to remove the Upper Sackville All-weather Field revenue contribution.

Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:
1. draft amendments to By-law M-200, Respecting Standards for Residential Occupancies, that include provisions for mandatory registration of residential rental accommodations following the principles as described in the “Proposed Framework” section of the staff report dated March 21, 2019.
2. release all available By-law M-200 violation records, as available, on HRM’s open data website following the requirements as set out in Administrative Order 2011-006-ADM, the Open Data Administrative Order.
15.2 AUDIT AND FINANCE STANDING COMMITTEE
15.2.1 Budget Increase – Project Account No. CE180001 – Purchase Snow Blower [PDF]
Motion:
That Halifax Regional Council:
1. Approve a budget increase to the 2019/20 proposed gross capital budget, but not the net to increase Project Account No. CE180001 – Fleet Vehicle Replacement Project, in the amount of $86,558; and
2. Approve an unbudgeted reserve withdrawal of $86,558 from Q421, General Contingency Reserve to fund this increase to the project as outlined in the Financial Implications Section of the staff report dated April 5, 2019.

1. Continue to engage youth, both in their communities and online, to better understand the current trends and issues of youth across HRM; and

That Halifax Regional Council approve the installation of 2.8 km of bicycle facilities and related changes to the right-of-way on the following street segments as described in the Discussion section of the staff report dated February 8, 2019:
• Hollis Street from the Cogswell Interchange lands to Barrington Street;
• Upper Water Street and Lower Water Street from the Cogswell Interchange lands to Terminal Road;
• Terminal Road from Hollis Street to Lower Water Street; and
• George Street from Barrington Street to Lower Water Street.
