14.1.1. Award – Request for Proposal (RFP) #P15-371, Halifax Transit Technology Program – Fixed Route Planning, Scheduling and Operations [PDF]
Motion:
That Halifax Regional Council:
a) Subject to the approval of the Minister of Municipal Affairs, award RFP #P15-371, Halifax Transit Technology Program – Fixed Route Planning, Scheduling and Operations to the highest scoring proponent, Trapeze Software ULC, for a Total Price of:
a. $2,216,909 (net HST included) with funding from the New Transit Technology Account CM020005, as outlined in the Financial Implications section of the staff report dated June 27, 2017, and
b. $2,969,945 (net HST included) for support and maintenance over the anticipated ten-year life of the Fixed Route Planning, Scheduling and Operations solution.  The funding for support and maintenance will be included in the proposed Operating Budget for each applicable fiscal year, starting in fiscal 2019-20; and
b) Direct the Chief Administrative Officer (CAO) to execute a contract with Trapeze Software ULC with terms that are satisfactory to the CAO, subject the contract being stamped “Approved as to Form and Authority” by Legal Services.

14.1.2 Award – Request for Proposal (RFP) P16-010, Halifax Transit Technology Program – Fare Management [PDF]
Motion:
That Halifax Regional Council:
a) Subject to the approval of the Minister of Municipal Affairs, award RFP #P16-010, Halifax Transit Technology Program – Fare Management to the highest scoring proponent, Trapeze Software ULC, for a Total Price of:
a. $7,120,127 (net HST included) with funding from the New Transit Technology Account CM020005, as outlined in the Financial Implications section of the staff report dated June 27, 2017,
b. $1,543,245 (net HST included) for support and maintenance of the Fare Management solution over a five year period. The funding for support and maintenance will be included in the proposed Operating Budget for each applicable fiscal year, starting in fiscal 2019-20; and
b) Direct the Chief Administrative Officer (CAO) to execute a contract with Trapeze Software ULC with terms that are satisfactory to the CAO, subject to the contract being stamped “Approved as to Form and Authority” by Legal Services

14.1.3 Award – Unit Price Tender No. 17-244, Sidewalk Renewal, Traffic Signal and Street Rehabilitation, Almon Street [PDF]
Motion:
That Halifax Regional Council award Tender No. 17-244, Sidewalk Renewal, Traffic Signal and Street Rehabilitation, Almon Street – West Region, to the lowest bidder meeting specifications, Dexter Construction Company Limited for a Total Tender Price of $1,322,045 (net HST included) with funding from Project Account Nos. CR000005 – Street Recapitalization, CKU01084 – Sidewalk Renewal, CTU00419 – Traffic Signal Rehabilitation, and CTU00420 – Active Transportation, as outlined in the Financial Implications section of the staff report dated July 6, 2017.

14.1.4 Proposed Amendments to Administrative Order 29, Respecting HRM Civic Addressing Policies - Case CA0113 - Street Naming from April 1, 2017 – May 31, 2017 [PDF]
Motion - Councillor Walker:
That Halifax Regional Council adopt the proposed amendments to Administrative Order 29 Respecting HRM Civic Addressing Policies as set out in Attachment A of the staff report dated June 2, 2017 in order to approve:
1. the naming of four new private lanes as identified in Attachment B and Maps 1-3 of the staff report dated June 2, 2017 and;
2. the naming of one water access island as identified in Attachment B and Map 4 of the staff report dated June 2, 2017. 

14.1.5 Request for Permanent Encroachment for Dartmouth General Hospital [PDF]
Motion:
That Halifax Regional Council approve the attached Encroachment License Agreement, subject to non-substantive amendments, if any, allowing Nova Scotia Transportation and Infrastructure Renewal (NSTIR) to install the proposed underground power and communication services to the Dartmouth General Hospital.

14.1.6 Proposed Administrative Order 2017-009-ADM, Respecting District Discretionary Funds – Review of the Approach to Grants, Non-Profit Taxation and the District Capital Fund Policy [PDF]
Motion – Councillor Karsten:
That Halifax Regional Council:
1. Direct the Chief Administrative Officer to continue with a review of Grants and Tax relief, using the Guiding Principles outlined in Attachment One of the staff report dated July 24, 2017; and 
2. Adopt Administrative Order Number 2017-009-ADM, Respecting District Discretionary Funds, as set out in Attachment Two of the staff report dated July 24, 2017, to establish the District Discretionary Fund and repeal the District Capital Fund and the District Activity Fund Policies.

14.1.7 Proposed Approach to Uniform Land Use Regulation of Senior Citizen housing [PDF]
Motion:
That Halifax Regional Council:
1. Initiate a process to consider amendments to the Halifax Regional Municipal Planning Strategy and all applicable community municipal planning strategies and land-use by-laws to simplify, consolidate and remove barriers to the development of special care facilities, consistent with the proposed policy direction outlined within the discussion section of the staff report dated May 18, 2017;
2. Follow the public participation program as set out in the community engagement section of the staff report dated May 18, 2017.

14.1.8 Award – Unit Price Tender No. 17-247, Glendale Drive Improvements – Central Region [PDF]
Motion:
That Halifax Regional Council award Tender No. 17-247, Glendale Drive Improvements – Central Region, to the lowest bidder meeting specifications, Dexter Construction Company Limited for a Total Tender Price of $1,348,314 (net HST included) with funding from Project Account No(s). 14.1.9 Nuisance Smoke Petition dated February 12, 2016 [PDF]

That Halifax Regional Council decline to direct the Chief Administration Officer to draft a by-law that would regulate nuisance smoke from indoor wood burning appliances, electric smokers or any other device that emits smoke.

14.1.10 Site-Specific Secondary Municipal Planning Strategy (SMPS) Amendment Requests within the Regional Centre Boundary

Motion:
That Halifax Regional Council:
1. Continue to process the requests for site-specific secondary municipal planning strategy amendments as outlined in Attachment A of the staff report dated July 26, 2017, subject to the proposals:
a) generally aligning with the June 2017 Centre Plan documents relative to Urban Structure, Height and Floor Area Ratio, and
b) addressing the planning principles of transition, pedestrian-orientation, human-scale, building design, and context-sensitive as noted in Table 2 of the staff report dated July 26, 2017;
2. Continue to process the site-specific secondary municipal planning strategy amendments for the proposals outlined in Attachment B of the staff report dated July 26, 2017;
3. Follow the public participation program for the site-specific secondary municipal planning strategy amendments as outlined in Attachments A and B of the staff report dated July 26, 2017; and
4. Discontinue process the requests for site-specific amendments as outlined in Attachment C of the staff report dated July 26, 2017.

14.2 AUDIT AND FINANCE STANDING COMMITTEE
14.2.1 Gun Amnesty Program for HRM [PDF]
Motion:
That Halifax Regional Council recommend that Halifax Regional Police (HRP), in partnership with the Public Safety Advisor and Halifax District RCMP, consider gun amnesty program options as part of the 2017/18 Gun Safety Strategy deliverable approved by Regional Council; and, in the event a cash incentive program is determined to be the best way forward, transfer up to $10,000 to HRP from Fiscal Services, as outlined in the Financial Implications’ section of the July 11, 2017 staff report.

14.3.2 First Reading Proposed By-law E-102 an Amendment to By-law E-100, Respecting of a Prompt and Coordinated Response to an Emergency [PDF]
Motion:
That Halifax Regional Council give First Reading to By-law E-102, the purpose of which is to amend By-law E-100, the Emergency Management By-law, to reflect the current administrative and organization structure of the Municipality.

14.4 GRANTS COMMITTEE
14.4.1 Rural Transit Funding Program 2017-2018 [PDF]
Motion:
That Halifax Regional Council approve the following grants under the Rural Transit Grants Administrative Order, for the 2017-2018 fiscal year:
1. Lump Sum Grants
a. MusGo Rider Cooperative (Musquodoboit) - $10,000
b. MusGo Rider Cooperative (Valley-Sheet Harbour) - $10,000
c. BayRides - $5,000
2. Flat Rate Grant of $0.42 per in-service kilometer up to a program maximum of $105,000
3. If, at the end of fiscal 2017-2018, residual funding remains in the account staff recommends the supplementary funds are distributed pro-rata based on in-service kilometers to the approved applicants up to a total of $0.50 per kilometer.

14.4.2 Volunteer Search and Rescue Grants Program, Recommended Awards Fiscal Year 2017-2018 [PDF]

That Halifax Regional Council approve:
1. The award of four (4) operating grants as described in the Discussion section of the June 23, 2017 staff report for a combined total of $132,210 from Account C801-8004;
2. The award of one (1) capital grant as described in the Discussion section of the June 23, 2017 staff report for a total of $5,595 from Account C801-8004;
3. The award of one (1) One-time Special Project Grant as described in the Discussion section of the June 23, 2017 staff report for a total of $2,500 from Account C801-8004;
4. The allocation of $8,195 towards Emergency Management Office (EMO) Joint Emergency Management (JEM) as described in the Discussion section of the June 23, 2017 staff report from Account C801-8004.

14.4.3 Administrative Order 2014-001-ADM Tax Relief for Non-Profit Organizations – Appeal, Black Educators Association [PDF]
Motion:
That Halifax Regional Council:
1.Confirm that the tax relief provided to the Black Educators Association remain unchanged for fiscal year 2016-17; and
2. Direct the Chief Administrative Officer to direct staff to consider the Association’s request for an increase in level of tax relief during the regular application review and decision-making process for the 2017-2018 fiscal year.
3. Direct staff to invite representation from the Association’s Board of Directors and staff to meet to review the application process for the current tax relief program.

14.4.4 Interim Professional Arts Organizations Grant Program 2017/18 Recommended Awards [PDF]
Motion:
That Regional Council:
1. Approve 28 awards for operating assistance at a combined value of $281,000 as detailed in Attachment 2 of the July 8, 2017 staff report from operating account C760-8004 –  Grants to Professional Arts Organizations Program; and
2. Approve 12 awards for project assistance at a combined value of $79,000 as detailed in Attachment 2 of the July 8, 2017 staff report from operating account C760-8004 – Grants to Professional Arts Organizations Program.

14.5.1 Councillor Adams – Retirement of Roof Light # 943 [PDF]
Motion:
That Halifax Regional Council request a staff report regarding retiring roof light # 943 in recognition of Robert “Bobby” Richards.

14.5.2 Councillor Hendsbee – Petition from Residents Regarding Restriction of Motorized Access on a Proposed Active Transportation Greenway [PDF]
Motion:
That Halifax Regional Council request a staff report giving consideration to permitting motorized access on the proposed active transportation greenway between the Head of Chezzetcook and Musquodoboit Harbour. The abutting property owners along the Gaetz Brook corridor are requesting motorized use, therefore, any municipal funding should be going towards the design of a multi-use, multi-share trail.

14.5.3 Councillor Hendsbee – Permitting dogs on the Halifax Ferry Service [PDF]
Motion:
That Halifax Regional Council request a staff report on the feasibility of permitting dogs on the Halifax Transit Ferry service.  This would include:
1. Pet owners having full control of the dogs by it being on a leash, muzzled or even in a carrier could be allowed.
2. Option of HRM providing a couple of pet cage kennels to secure the dog while in transit.
3. And, rules in place that dog owners must clean up after the pet should it happen to relieve itself.

14.5.4 Councillor Austin – Ferry Schedule Special Events [PDF]
Motion:
That Halifax Regional Council request a staff report on options for providing additional ferry service during special events and holidays starting in the 2018/2019 fiscal year.
