Motion:
That Halifax Regional Council:
1. Approve the sale of a conservation easement, respecting the lands to be acquired by Halifax Regional Municipality from Clayton Developments Limited (located adjacent to Williams Lakes in Halifax and identified on Map 1 of the staff report dated July 11, 2018), to the Nature Conservancy of Canada for $2,500,000, a less than market value sale, subject to the terms and conditions of Regional Council’s Motion of September 5, 2017;
2. Authorize the Mayor and the Municipal Clerk, on the advice of the Chief Administrative Officer, to enter into:
a) an agreement of purchase and sale with Clayton Developments Limited to acquire the lands, and;
b) an agreement of purchase and sale with the Nature Conservancy of Canada to sell the conservation easement across that portion of the lands excluding the parking area and trailhead; and
c) a Conservation Easement Agreement with the Nature Conservancy of Canada, if in the opinion of the Chief Administrative Officer, they meet the terms and conditions of Regional Council’s Motion of September 5, 2017; and
3. Direct staff to include sufficient funds in the 2019/20 Operating Budget for park maintenance costs.

14.1.1 Award - Standing Offer - Rock Salt – Alternative, Negotiated, Collaborative Procurement between Halifax Regional Municipality and the Provinces of NS, PE [PDF]
Motion:
That Halifax Regional Council:
a) Approve HRM’s portion of the collaborative award to K+S Windsor Salt Ltd. for the purchase of Rock Salt, which will form standing offer, for an estimated amount in the range of $7,702,391 - $12,323,825 (net HST included) for the five-year period of July 1, 2018, to June 30, 2023, with an option to renew the agreement for an additional five-year period ending in year 2028, for an additional estimated amount in the range of $8,504,062 - $13,606,499 (net HST included); and 
b) Authorize the Chief Administrative Officer (CAO) to execute the services contract with terms and conditions acceptable to the CAO and subject to review and approval as to form and authority by Legal Services.

That Halifax Regional Council give First Reading of By-law S-446, an amendment to By-law S-400 (Respecting Charges for Street Improvement), to exempt 51 Sandy Point Road from any further charges arising from Schedule Q which relates to Local Improvement Charges for properties fronting or abutting in whole or in part on Joan Elizabeth Way, Mannette Court and Sandy Point Road, as outlined in the staff report dated May 8, 2018. 

14.1.3 Proposed Amendments to Administrative Order 45, Respecting Private Road Maintenance - Road Maintenance Fee for Jenna Lane Homeowner’s Association [PDF]

That Halifax Regional Council:
1. Approve an annual uniform charge of no more than $1,275.00 per property, to be applied against properties abutting Jenna Lane, as depicted in the map shown in Appendix A of the staff report dated May 9, 2018, effective with the 2018-19 fiscal year for funding the road maintenance activities of the Jenna Lane Homeowner’s Association; 
2. Adopt the amendments to Administrative Order 45, Respecting Private Road Maintenance, by adding Schedule 16, respecting a Uniform Charge for the Jenna Lane Homeowner’s Association, as set out in Attachment B of the staff reported dated May 9, 2018; and 
3. Subject to the adoption of the amendments of Administrative Order 45, authorize the Mayor and Clerk to enter into and sign on behalf of HRM, an Agreement between HRM and the Association in the form approved by Regional Council on February 11, 2014.

That Halifax Regional Council adopt By-law N-303, amending By-law N-300, the Nuisance By-law, as set out in the revised Attachment 2 of the staff report dated May 25, 2018 and including:
1. That the Revised by-law, Section 3B be amended, to delete references to $100.00 and replace with $25.00; and 
2. That the Revised by-law, Section 3A be included: “(2) Notwithstanding Subsection (1), the CAO or delegate may designate a portion of municipal land as a smoking area.”

That Halifax Regional Council direct staff to continue detailed design for the implementation of a new permanent street cross-section on Herring Cove Road from Lynnett Road to Civic 554, including sidewalks, bike lanes, bus stops and other elements and consider it for the 2019-20 capital budget, rather than pursue an interim option in 2018.

Adopt the Strategic Road Safety Plan included in Attachment 1 of the staff report dated May 16, 2018, and endorse the vision and goals identified through the data analysis, public survey and stakeholder engagement process, as amended to reflect a 20 percent reduction of fatal and injury collisions within 5 years; 
2. Direct staff to immediately move forward with the next steps required to acquire the foundational data analytic tools, develop action plans and implement the Strategic Road Safety Plan; and
3. Direct staff to provide annual information reports to Transportation Standing Committee regarding the implementation of the Strategic Road Safety Plan.

Award the naming rights opportunity for the Dartmouth Sportsplex to the recommended naming partner as outlined in the in-camera report, subject to the negotiation and execution of a contract which, in the determination of the Chief Administrative Officer, (i) complies with Administrative Order 56, and (ii) achieves “HRM’s Objectives” as outlined in Table 1 of the private and confidential in camera report dated March 20, 2018;
2. Authorize and direct staff to work with the Dartmouth Sportsplex Community Association to negotiate a contract for naming rights with the naming partner that complies with Administrative Order 56 and achieves HRM’s Objectives;
3. Authorize and direct the Mayor and Clerk to execute a contract for naming rights on behalf of the Municipality with the naming partner, once the Chief Administrative Officer advises the Mayor and Clerk that the contract complies with Administrative Order 56 and achieves HRM’s Objectives;
4. Direct staff not to release details about the proposal, or the contract being negotiated for naming rights, until execution of the contract by the parties; and
