That Halifax Regional Council adopt the amendment to Administrative Order No. 46, the HRM Asset Naming Administrative Order as set out in Attachment H of the staff report dated June 2, 2017, to remove the word “fire” from the definition of eligible municipal buildings for naming.

Motion: 
That Halifax Regional Council:
1. Approve the sale and authorize the Mayor and Municipal Clerk to enter into an Agreement of Purchase and Sale with the 1588 Barrington Building Preservation Society as per the terms and conditions set out in Table 1 of the February 2, 2018 staff report;
2. Subject to confirmation from the 1588 Barrington Building Preservation Society that the sale is unconditional and is a firm and binding purchase agreement, approve and authorize the Chief Administrative Officer to execute a Contribution Agreement for a grant of up to $250,000 under the terms and conditions contained in the February 2, 2018 staff report and included as Attachment 2; 
3. Approve an unbudgeted reserve withdrawal from the General Contingency Reserve, Q421 to fund the grant, up to $250,000; and
4. Refer the 1588 Barrington Building Preservation Society’s request for tax relief to the Tax Relief for Non-Profit Organizations Program pursuant to Administrative Order 2014-001-ADM.

Motion:
That Halifax Regional Council adopt the amendments to Administrative Order 2014-007-ADM, the Administrative Order on Grants to Professional Arts Organizations, as set out in Attachment 1 of the staff report dated May 10, 2018, to:
a. formally delegate approval of awards under the Grants to Professional Arts Organization Program to the Chief Administrative Officer;
b. allow for the payment of peer jurors; and 
c. increase the maximum award levels under the Operating Assistance and Project Assistance categories.

Motion: 
That Halifax Regional Council give first reading to consider the proposed amendments to the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for Halifax Peninsula, as set out in Attachments A and B of the staff report dated April 25, 2018, to allow for a 78 metre tall mixed use development at 6009 and 6017 Quinpool Road, Halifax and schedule a public hearing.

14.2.1 Action Plan for Years 3-5 (2018-2021) of the Halifax Economic Growth Plan  [PDF]
Motion: 
That Halifax Regional Council: 
1. Approve Attachment 1 of the staff report dated March 30, 2018 as the action plan for years three-to-five (2018-21) of the five-year Halifax Economic Growth Plan (2016-21); and
 2. Amend the Services Agreement with the Halifax Partnership to replace the existing Schedule “A” attached thereto with Attachment 1 and Attachment 2 of the staff report dated March 30, 2018.

Motion: 
That Halifax Regional Council approve a grant to the Porter’s Lake Baseball Association in the amount of $7,000 from the Musquodoboit Harbour Common Area Rate account for the purchase of recreational and field equipment required to upgrade the Musquodoboit Harbour ballfields for Baseball/Hardball use.

That Halifax Regional Council give First Reading to consider the proposed amendments to the Bedford Municipal Planning Strategy and Land Use By-law as set out in Attachments A and B of the staff report dated April 19, 2018 and schedule a public hearing.
 

14.6 SPECIAL EVENTS ADVISORY COMMITTEE
14.6.1 Marketing Levy Special Events Grant Report 2018 [PDF]
Motion: 
That Halifax Regional Council:
1. Approve the 14 proposed 18/19 Event Grants for a total of $769,500 as identified in Table 1 of the staff report dated April 25, 2018 from the 2018/19 Community and Events Reserve, Q621; and
2. Approve an additional Event Grant of $16,500 to the Blue Nose Marathon in acknowledgement of their particular requirements for municipal services.
 

14.7 MEMBERS OF COUNCIL
14.7.1 Councillor Mancini – Connecting True North Crescent to Farthington Place [PDF]
Motion: 
That Halifax Regional Council request a staff report on identifying the anticipated costs and benefits of connecting True North Crescent and Farthington Place. The staff report should also include information on:  
•    the alignment of this action with Council’s priorities and policies (Integrated Mobility Plan, Active
Transportation, Fire services, etc.);
•    required actions (purchase of private property, etc.); 
•    an estimate of funding required both capital and on-going operating (snow-clearing, lighting, surface maintenance and litter); and
•    prioritization of the funding of this item versus others.

14.7.2 Deputy Mayor Mason – By-law Amendments in support to the Schmidtville Heritage Conservation District (Case H00445) [PDF]
Motion:
That Halifax Regional Council direct staff to submit a supplementary report with a recommendation in response to the letter submitted by Norwood Enterprises Ltd. to Halifax and West Community Council at its meeting on May 15, 2018, requesting changes to the Halifax Peninsula Land Use Bylaw amendments, prepared in support of the Schmidtville Heritage Conservation District Plan (Case H00445), to allow a double duplex dwelling on the vacant portion of their lot at 5560-62 Morris Street.

14.7.3 Councillor Austin – Lancaster Woodland Intersection  [PDF]
Motion: 
That Halifax Regional Council direct the Chief Administrative Officer to work with staff of the Nova Scotia Department of Transportation and Infrastructure to: 
1. Develop a functional plan for improvements (including consideration of a roundabout) to the intersection of Woodland Avenue, Highway 118, Lancaster Drive and Micmac Boulevard;
2. Transfer of a portion of provincial Highway 118 southwest of the intersection to Halifax Regional Municipality; and
3. Report back with recommendations to Halifax Regional Council.

Motion: 
That Halifax Regional Council convene to in camera to discuss the matter. 
 

16.3 Labour Relations

Motion:
That Halifax Regional Council:
1. Approve the recommendation as outlined in the private and confidential staff report dated May 16, 2018; and 
2. That the private and confidential staff report dated May 16, 2018 not be released to the public.

  17.1 Provincial Contribution Agreement: Fall River Phase 2 Water Servicing [PDF]
  Motion:
  That Halifax Regional Council:
  1. Approve entering into a Contribution Agreement with the Province of Nova Scotia to receive up to an additional $3,421,464 in Clean Water and Wastewater Funding (CWWF) to be used towards expansion of the Fall River Water Servicing Project.
  2. Subject to execution of the CWWF Contribution Agreement with the Province, authorize the Chief Administrative Officer to amend HRM’s Contribution Agreement with Halifax Water for the Fall River Water Servicing Project to reflect the expanded scope, extended completion date and increase in HRM’s total financial commitment by $3,175,000.
