Public Affairs Office
The Public Affairs office provides strategic communications advice and crisis communications leadership and support to the organization. The team issues all media releases, engages with the public through social media, leads media relations efforts and publishes the organizations's monthly e-newsletter, grand parade.

Executive Fire Officer, Phil McNulty
Public Information Officer, Halifax Regional Fire & Emergency
Phil has served as a Firefighter, Fire Captain, and Platoon Chief and is presently the Executive Officer to Fire Chief Doug Trussler. Phil has also served as President of the Firefighters Union local 268. Phil will work with the on-duty Division Commanders to provide timely and accurate information updates to local media.

Cst. Pierre Bourdages
Public Information Officer, Halifax Regional Police
Constable Pierre Bourdages replaces Constable Brian Palmeter in the media liaison role. Cst. Bourdages has been with HRP for six years working in the patrol division. Before joining HRP, he served 16 years in the Canadian Forces where he deployed to the Persian Gulf, Afghanistan and twice to Bosnia Herzegovina. In 2010, Cst. Bourdages served with the RCMP International Police Operation Branch (IPOB) in Haiti with the United Nations Stabilization Mission in Haiti (MINUSTAH) where he provided mentoring and support to the Haitian National Police force.
Cst. Bourdages is fluent in both official languages and available for interviews in English and French.
Theresa Rath
Public Affairs, Halifax Regional Police
Theresa Rath has been the Public Relations Manager for Halifax Regional Police since 2003, with responsibility for promotions, and internal and external communications. Reporting to the Chief of Police, Theresa manages the communications strategy for the police service and coordinates the release of information to the media, citizens and employees. She is also a police spokesperson.
Previously, she worked in various communications roles with Air Canada in Toronto, Montreal and Vancouver. She is a Public Relations graduate from Mount Saint Vincent University.
Theresa was an active member of the International Association of Business Communicators for over 10 years, and sat on the Board of Directors of the Atlantic Chapter. She is passionate about organ donation, and has given countless media interviews and speeches from the donor family perspective. She is also a volunteer spokesperson with the Kidney Foundation of Canada.
Corporal Scott MacRae
Media Relations Officer, Halifax District - RCMP
Corporal Scott MacRae is the Media Relations Officer for the Halifax District Royal Canadian Mounted Police (RCMP) Cpl. MacRae, a graduate of Saint Mary’s University, grew up in Cape Breton and joined the force in 1998. He was first posted to the community of Parrsboro, Cumberland County. Working in operational policing, Cpl. MacRae has served in several communities in Nova Scotia, including Cumberland County, Indian Brook First Nations, Queens County and Halifax Regional Municipality (HRM).
In 2006, Scott MacRae was promoted to the rank of corporal. He has been recognized for his commitment to community-based policing and is a recipient of the Queen’s Golden Jubilee Medal.
Cpl. MacRae was transferred to Halifax District in 2007. He worked out of the detachments in Cole Harbour and Lower Sackville. Most recently, he served as the Site Supervisor of the RCMP Halifax Stanfield International Airport Unit. Cpl. MacRae welcomes his new role as the Media Relations Officer for Halifax District.
In his spare time, Cpl. MacRae enjoys time with his family and engaging in sports. He continues to support community projects and police initiatives.
