NOTICE OF APPROVAL: TAKE NOTICE THAT as per Section 245 of the Halifax Regional Municipality Charter, Halifax and West Community Council did, on August 9, 2023, approve the Amending Development Agreement to permit the exterior restaurant use on a registered heritage property.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Utility and Review Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.

Request
Application by Patrick Kane and Myles Baldwin for a substantive amendment to a development agreement at 2720 Gottingen Street, Halifax, to allow for exterior restaurant uses on a patio in the rear yard of the Narrows Public House.
Proposal
The applicant has applied for a substantive amendment to a development agreement with HRM for the site, which is a municipally registered heritage property. The major aspects of the proposal are as follows:
- Extending the existing restaurant and pub uses onto a patio in the rear yard;
- Change in off-street parking requirements;
- Limits on hours of operation for the rear patio as follows:
Rear Patio Hours of Operation:
- Sunday-Thursday: 11 a.m. - 9:30 p.m. (service stops at 9 p.m.)
- Friday & Saturday: 11 a.m. - 10:00 p.m. (service stops at 9:30 p.m.)
Process
The application was considered under the Substantive Amendment to Development Agreement with Heritage Advisory Committee process.
The public engagement consisted of notices sent to surrounding property owners and residential units, requesting feedback on the proposed development.
