HARBOUR EAST MARINE DRIVE COMMUNITY COUNCIL ON JANUARY 09, 2025 DID APPROVE THIS APPLICATION. SEE THE STATUS SECTION FOR MORE INFORMATION.
Request
Request from Matthew and Jordyn Howse to enter into a development agreement to allow a café use in an existing accessory building.
Proposal
The applicant wishes to enter into a development agreement to allow a café on the subject property in an existing accessory building. The existing building was previously a woodworking shop and is recognized as an existing commercial use in the Land Use By-law for Lawrencetown. The Lawrencetown Municipal Planning Strategy enables Council to consider changes to existing recognized commercial uses according to policy P-39A, which this application is being considered under.
The major aspects of the proposal are as follows:
- Renovation to the existing building to accommodate the coffee shop & take out restaurant use.
- 9 parking spaces (including 1 accessible and two electric vehicle charging stations)
The Development Plans (provided below) outline the development proposal in detail, and include information related to the traffic impact, the proposed building renovation plans, and project rationale.
Process
The application will be considered under the Development Agreement Process.

NOTICE OF APPROVAL
TAKE NOTICE THAT HARBOUR EAST MARINE DRIVE COMMUNITY COUNCIL did, on THURSDAY, January 9, 2025 approve the following application:
PLANAPP 2024-00311 - Request from Matthew and Jordyn Howse to enter into a development agreement to allow a café use in an existing accessory building.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice, appeal to the Nova Scotia Utility and Review Board (902-424-4448) in accordance with the provisions of the Halifax Regional Municipality Charter.
This notice was posted to this site on January 10, 2025 in accordance with the requirements of the Halifax Regional Municipality Charter.
