Application by Tim Welch Consulting Inc. to make non-substantive amendments to an existing development agreement to enable Phase 2 of the Adsum Sunflower housing development with supports provided by Adsum for Women and Children at 40 Flower Crt, Lakeside.
Proposal
The applicant wishes to make non-substantive amendments to an existing development agreement on this property in order to enable Phase 2 of an existing housing development. The major aspects of the proposal are as follows:
- In 2021 a development agreement was approved by Halifax and West Community Council that enabled the now complete Phase 1 of the Adsum Sunflower development at 40 Flower Court. The existing development features four residential buildings containing a total of 25 units and a common building containing communal and program space for residents, as well as offices for supportive services.
- A development agreement is a legal agreement between a property owner and the Municipality that contains site-specific development and land use criteria.
- The existing development agreement required that the first phase of development be contained within a defined “Developable Area”, however, the agreement allowed the applicant to request this area be changed or enlarged through the process for non-substantive amendments to development agreements.
- The applicant has completed Phase 1 and is now requesting that the developable area be enlarged to cover the remaining vacant portion of this property.
- The applicant plans to construct two additional residential buildings, accessed by a new private driveway. New buildings would be required to meet the building size and siting requirements of the existing agreement and are proposed to be similar to those already constructed.

The initial review stage for this application has been completed and we are now in the community engagement stage.
