On January 13th, 205, North West Community Council approved the substantive amendments to the existing Development Agreement at 592 Bedford Highway to convert the existing indoor amenity space into 4 additional residential units.
Request
Application by Parsco Engineering & Construction Ltd. (PECL) for substantive amendments to the existing Development Agreement at 592 Bedford Highway to convert the existing indoor amenity space into 4 additional residential units.
Proposal
The applicant wishes to amend the existing development agreement on the subject property to create 4 additional dwelling units where indoor amenity space was required by the agreement. The proposed change would:
• Not affect the exterior of the building
• Increase the overall unit count from 35 to 39 units.
• convert all outdoor terrace amenity to private terraces.
• Reduce the indoor amenity space from 47 square metres (500 square feet) to 38 square meters (409 square feet).
• Create 3 new units with a private terrace and 1 new unit without a private terrace.
The Development Plans (provided below) outline the development proposal in detail, and include information related to floor plans.
Process
The application will be considered under the Substantive Amendment Development Agreement process.

TAKE NOTICE THAT North West Community Council did, on Monday, January 13, 2025, approve the following:
PLANAPP 2024-00499 - Application by Parsco Engineering & Construction Ltd. (PECL) for substantive amendments to the existing Development Agreement at 592 Bedford Highway to convert the existing indoor amenity space into 4 additional residential units.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Utility and Review Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.
This notice was posted to this site on January 14, 2025 in accordance with the requirements of the Halifax Regional Municipality Charter.
Documents Submitted for Evaluation
The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
