Would you like to speak during Public Participation?
There are two opportunities to sign up as a speaker for in-person Public Participation:
Option 1: Register in advance
Zoom is available as an option for pre-registered speakers only.
Contact the Municipal Clerk's Office no later than 4:30 p.m. on Friday, April 11, 2024:
- Send an email to viningk@halifax.ca If you’re signing up via email and you don’t receive a response from us within one business day, phone our office at 902.490.4210 to confirm receipt. Please ensure you check your email’s junk/spam folder regularly.
- Phone 902.223.1046 (Mon-Fri, 8:30 am-4:30 pm)
- Fax 902.490.4208 and include a call back phone number or email
In your message, state that you wish to speak during Public Participation at the April 14, 2025 North West Community Council meeting, and give your name and community of residence, and whether you wish to speak in person or speak using Zoom.
Option 2: During the meeting
During the meeting, after all the pre-registered speakers have been called, the Chair will call three times to ask if there is anyone else present who would like to speak. If you are present in the meeting room you can indicate your wish to speak at that time.
PLEASE NOTE: All Community Council meetings will be audio and/or video recorded for the purpose of creating a record of the proceedings. If you do not wish to be recorded, do not sign up to speak; you can provide a written submission via clerks@halifax.ca.

Motion:
That North West Community Council:
1. Approve the proposed development agreement, which shall be substantially of the same form as set out in Attachment A; and
2. Require the agreement be signed by the property owner within 120 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end.

That North West Community Council give notice of motion to consider the proposed development agreement, as set out in Attachment A of the staff report dated March 14, 2025, to enable a 35-unit senior citizen housing development at the corner of Winslow Drive and Hammonds Plains Road in Upper Tantallon and schedule a public hearing.

That North West Community Council give notice of motion to consider the proposed development agreement, as set out in Attachment A of the staff report dated April 3, 2025, to develop a five-storey mixed-use building and schedule a public hearing.
14.1.3 MINORREV-2025-00111: Amendment to Musquodoboit Valley/Dutch Settlement Land Use By-law to reduce parking requirements for day care facilities [PDF]
Motion:
That the North West Community Council give First Reading to consider approval of the proposed amendment to the Land Use By-law for Musquodoboit Valley/ Dutch Settlement to reduce the minimum parking requirement for a day care facilities use from 1.5 spaces to 1.0 space per 400 square feet (37.2 m2) of gross floor area, as set out in Attachment A of the staff report dated April 3, 2025 and schedule a public hearing.
