District 3 is home to over 27,000 residents and made up of the communities of Eastern Passage, Cow Bay, and the suburban communities of Woodlawn, Russell Lake West and Portland Estates in Dartmouth South. Part of the district is also highly industrial and includes important industries including the Autoport, Imperial Oil refinery, Irving Oil, and Ultramar/Valero.
Cow Bay is a traditional farming community and is home to a number of beautiful beaches including Rainbow Haven and Silver Sands, famous for their kayaking. Cow Bay's motto is "Cow Bay - Attracting Visitors Since 1773". In 1959, a large concrete moose statue by Winston Bronnum was constructed and remains a popular landmark today.
The district also encompasses a portion of the Salt Marsh Trail system, known for its well-maintained trails and bird watching.
