Captioning Service for Meetings

When technically possible, captioning service is provided for meetings of Regional Council, Community Council, Standing Committees and Boards, Committees and Commissions. 

The captioning of these meetings is provided for communication access only. The quality of the captioned text may be affected by inaudible, indiscernible, or overlapping conversation. It is not intended to be verbatim and may contain missing, misspelled or paraphrased words. Where accuracy is required, please review the approved minutes or contact the Office of the Municipal Clerk.

Live CART (communication access in real-time) captioning 

Live CART service is available for the following meeting types:

  • Halifax Regional Council
  • Committee of the Whole
  • Budget Committee
  • Community Council meetings which have a Public Hearing and are located in the Halifax Council Chamber or are held virtually

CART captions can be viewed via the live meeting broadcast on Halifax.ca or YouTube, and text-only captioning can also be found here while the meeting is occurring:

Automated captioning

Automated captioning service is provided for most meetings webcast to YouTube when live CART captioning is not available. You can turn captions on and off using the "CC" button in the YouTube video toolbar. 

Automated captioning service is made available for anyone participating in a meeting using Zoom.
