12.1 STAFF
12.1.1 Low Income Transit Pass Pilot Program Extension & Expansion [PDF]
Motion:
That the Transportation Standing Committee recommends that Regional Council:
1. Extend the completion date of the Low Income Transit Pass Pilot Program from March 1, 2017 to June 30, 2017 for those accepted into the pilot program for September 2016;
2. Amend the program eligibility criteria to exclude the use of income from roommates in the calculation of household income as per Attachment A of the staff report dated January 10, 2017
3. Approve the implementation of an annual Low Income Transit Pass Program for up to 1,000 qualified applicants beginning July 1, 2017; and
4. Direct Staff to enter into discussion with the Province of Nova Scotia to evaluate opportunities for offering transit passes to those currently receiving a transportation subsidy.
12.1.2 Trans Canada Trail Route in Halifax Regional Municipality [PDF]
Motion:
That the Transportation Standing Committee recommend that Halifax Regional Council endorse the proposed interim alignment of the Trans Canada Trail through Halifax Regional Municipality and endorse ongoing collaboration between the municipality, the Nova Scotia Trails Federation and the Trans Canada Trail (TCT) on the development of a connected and complete TCT route within the municipality.

Motion:
The Accessibility Advisory Committee recommends that the Transportation Standing Committee request a staff report investigating potential support, funding and partnership opportunities between HRM and Walk ‘n’ Roll Halifax’s, “Halifax.Access4All Accessibility Policy & Action Plan” proposal as outlined in the January 16, 2017 Accessibility Advisory Committee presentation.

Motion:
That the Transportation Standing Committee:
1. Proceed to nominate (1) Youth member for consideration by Regional Council for a term to November, 2018 as outlined in Attachment # 1 of the private and confidential staff report dated January 18, 2017.
2. Proceed to nominate (2) Citizens at large for consideration by Regional Council for a term to November, 2018 as outlined in Attachment # 1 of the private and confidential staff report dated January 18, 2017.
3. It is further recommended that the citizen nominations not be released to the public until ratification and notification of the successful applicants
14.1.2 Citizen appointments to Accessibility in HRM
Motion:
That the Transportation Standing Committee
1. Proceed to nominate (7) Citizens at large for consideration by Regional Council for a term to November, 2018 as outlined in Attachment # 1 of the private and confidential staff report dated January 18, 2017.
2. It is further recommended that the citizen nominations not be released to the public until ratification and notification of the successful applicants.

15.1 Councillor Nicoll - Request for Staff Report - Transportation Association of Canada Standards
Motion:
That the Transportation Standing Committee request a staff report identifying the differences in the Nova Scotia Motor Vehicle Act in the context of HRM using national standards such as Transportation Association of Canada (TAC) standards specifically with respect to crosswalk & traffic signals
