The Halifax Regional Municipality is looking for public input on two important aspects of the Cogswell District: public spaces and urban design rules for new buildings.
The Cogswell District is one of the biggest city-building projects in the history of Halifax. A new neighbourhood will soon be built – where the Cogswell Interchange now stands – designed to connect downtown with the north end and waterfront, creating a stronger, more inclusive network of communities.
On June 5, 2018, Regional Council approved the 60% design of the Cogswell District and gave direction to move to the next stage of the process – completing the 90% design. To inform this next milestone, Council requested a collaborative public engagement initiative to inform the final design of public spaces and detailed land use policy for the Cogswell District.
Public engagement pop-up sessions will be held on the following dates:

- Saturday, Sept. 8 | 10 a.m. to 1 p.m. | Cole Harbour Harvest Festival, Cole Harbour Place, 51 Forest Hills Parkway, Dartmouth
- Saturday, Sept. 8 | 7 to 10 p.m. | North by Night Market, Squiggle Park, 2050 Gottingen Street, Halifax
- Sunday, Sept. 9 | 2 to 5 p.m. | Tantallon Public Library, 3646 Hammonds Plains Road, Upper Tantallon
- Friday, Sept. 14 | 1 to 4 p.m. | Keshen Goodman Library, 330 Lacewood Drive, Halifax

In addition to visiting pop-ups, residents can also participate in a unique engagement process – a design charrette, scheduled for Sept. 24, 25, 26 and 27. Unlike an open house or engagement pop-up, the charrette is a series of meetings requiring a multi-day commitment by participants. Together the diverse perspectives of community members and stakeholders will shape design solutions for public spaces and land use policy.

Participation du public au projet du district Cogswell – Espaces publics et règles de conception pour les bâtiments
La Municipalité régionale d’Halifax demande l’avis du public sur deux importants aspects du projet Cogswell District (en anglais seulement) : les espaces publics et les règles de conception urbaines pour les nouveaux bâtiments.
Le district Cogswell est l’un des plus grands projets de construction dans l’histoire d’Halifax. Un nouveau quartier sera bientôt construit – à l’endroit où l’échangeur Cogswell est actuellement situé – conçu pour connecter le centre-ville avec l’extrémité nord et le secteur riverain afin de créer un réseau de communautés plus fort et plus inclusif.
Le 5 juin 2018, le Conseil régional a approuvé 60 % de la conception du district Cogswell et a montré la voie à suivre pour la prochaine étape du processus – réaliser 90 % de la conception. Afin de renseigner ce prochain jalon, le Conseil a demandé une initiative collaborative de participation du public afin d’éclairer la conception finale des espaces publics et la politique détaillée d’aménagement du territoire pour le district Cogswell.
Des séances contextuelles de participation du public auront lieu aux dates suivantes :

En plus de ces séances, les résidents peuvent aussi s’engager dans un processus de participation unique – une charrette de conception, prévue pour le 24, 25, 26 et 27 septembre. Contrairement à des portes ouvertes ou à la participation contextuelle, la charrette est une série de réunions qui nécessitent une participation sur plusieurs jours de la part des participants. Ensemble, les divers points de vue des membres de la communauté et des intervenants façonneront des solutions de conception pour les espaces publics et la politique d’aménagement du territoire.
