Cogswell District has reached an important project milestone, as all major land negotiations have been finalized and the construction tender has been issued.
“This is an historic day, for an historic project,” said Mayor Mike Savage. “The Cogswell District will bring our community closer together by improving connectivity while advancing Halifax as a top destination to live, work and visit. I’m excited to watch an underutilized area of our municipality transform into a spectacular space over the next few years.”
The Halifax Regional Municipality has entered into a land exchange agreement with Crombie REIT (Crombie) to facilitate the development of Granville Park, a new Transit Hub and the planned Proctor Street connection as part of the Cogswell District project.
The agreement includes the municipal acquisition of a large parcel of Crombie-owned land at the end of Granville Street (between Barrington and Hollis Streets) and three small parcels of land in exchange for a newly-created parcel of municipally-owned land where the Cogswell Interchange now stands (see attached map). The land exchange allows the municipality to complete a number of signature design pieces at the south end of the Cogswell District, anchored by the planned Granville Park. It also provides Crombie with a comparable development opportunity within one of the biggest city-building projects in the history of Halifax.
The construction tender has been released to three pre-approved bidders. The tender is expected to be awarded by the end of summer 2021. Construction is anticipated to begin in the fall of 2021.
“The Cogswell District will be home to thousands of residents and it’s important that the project – as well as the place – reflects the diversity that makes our community so strong,” said Jacques Dubé, Chief Administrative Officer. “This transformative project will forever change our municipality’s landscape with the creation of a safe, inclusive space, inspired by the values of our community.”
As set out in Administrative Order 2020-004-ADM, adopted by Council in July of 2020, staff have identified social procurement opportunities to include contract requirements in the tender that aim to achieve social benefits/impact, specifically regarding workforce development and supplier diversity. Staff have been engaging with the Mi’kmaw and African Nova Scotian communities as well as the construction industry to determine what can practically be achieved in this regard.

Le district de Cogswell a franchi une étape importante, puisque toutes les négociations foncières importantes ont été finalisées et que les appels d’offres de construction ont été délivrés.
« C’est un jour historique pour un projet historique, a déclaré le maire Mike Savage. Le district de Cogswell réunira notre communauté en améliorant la connectivité tout en faisant d’Halifax une destination de choix où y vivre, travailler et faire du tourisme. Je suis impatient de voir une région sous-utilisée de notre municipalité se transformer en un espace spectaculaire au cours des prochaines années. »
La Municipalité régionale d’Halifax a conclu un accord d’échange de terrains avec Crombie REIT (Crombie) afin de faciliter l’aménagement du parc Granville, un nouveau carrefour de transport en commun et le raccordement prévu de la rue Proctor dans le cadre du projet du district de Cogswell.
L’accord comprend l’acquisition municipale d’une grande parcelle de terrain appartenant à Crombie à l’extrémité de la rue Granville (entre les rues Barrington et Hollis) et de trois petites parcelles de terrain en échange d’une parcelle nouvellement créée de terrain appartenant à la municipalité où se trouve maintenant l’échangeur Cogswell (voir la carte ci-jointe). L’échange de terrains permet à la municipalité de compléter un certain nombre de pièces de conception signature à l’extrémité sud du district de Cogswell, ancrée par le parc Granville prévu. Il offre également à Crombie une possibilité de développement comparable dans l’un des plus grands projets de construction urbaine de l’histoire d’Halifax.
L’appel d’offres pour la construction a été annoncé à trois soumissionnaires préapprouvés. L’appel d’offres devrait être octroyé d’ici la fin de l’été 2021. La construction devrait débuter à l’automne 2021.
« Le district de Cogswell abritera des milliers de résidents et il est important que le projet – ainsi que l’endroit – reflète la diversité qui rend notre communauté si forte, a déclaré Jacques Dubé, agent administratif principal. Ce projet de transformation changera à jamais le paysage de notre municipalité en créant un espace sûr et inclusif, inspiré par les valeurs de notre communauté. »
Tel qu’énoncé dans le décret administratif 2020-004-ADM adopté par le Conseil en juillet 2020, le personnel a déterminé des possibilités d’approvisionnement social visant à inclure dans l’appel d’offres des exigences contractuelles en vue d’obtenir des avantages et impacts sociaux, notamment en ce qui a trait au perfectionnement de la main-d’œuvre et à la diversité des fournisseurs. Le personnel a communiqué avec les communautés Mi’kmaq et afro-néo-écossaises ainsi qu’avec l’industrie de la construction afin de déterminer ce qui peut être réalisé concrètement à cet égard.
