Police charge 10 people with 128 charges in relation to vehicle thefts

Investigators from the General Investigative Section (GIS) of the Integrated Criminal Investigation Division have charged 10 people for a total of 128 charges in relation to an investigation into stolen vehicles that has been ongoing since the beginning of the year.

At approximately 9 a.m. on May 7,  GIS investigators along with patrol members, RCMP, Insurance Bureau of Canada and Military Police,  conducted searches at Meadow Lark Crescent in Halifax, the 100 block of Kearney Lake Road in Halifax, two addresses in the 300 block of Kearney Lake Road in Halifax, the 700 block of Old Sambro Road in Harrietsfield, the 300 block of Gate House Run in Hammonds Plains and the 1300 block of Cole Harbour Road in Cole Harbour. Through the investigation, 27 stolen vehicles (valued in excess of $670,000) and a variety of other stolen items including appliances, light fixtures and ATVs were recovered.

Eight men and two women have been charged in relation to this investigation:

  • Nicholas Rayfield Barker, 39, of Halifax, is facing 33 charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x8
    • Possession of stolen property under $5,000 (Section 355(b) CC) x6
    • Theft of vehicle (Section 333.1(1) CC) x13
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x6
  • Alesha Pearl Barker, 40, of Halifax, is facing 10 charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x4
    • Possession of stolen property under $5,000 (Section 355(b) CC) x6
  • Farian Borden Fillis, 58, of Halifax, is facing 21 charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x6
    • Possession of stolen property under $5,000 (Section 355(b) CC) x2
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x4
    • Unsafe Storage of a firearm (Section 86 (1) CC) x1
    • Unsafe Storage of a firearm (Section 86 (2) CC) x8
  • Louise Nowlan, 61, of Halifax, is facing 21 charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x6
    • Possession of stolen property under $5,000 (Section 355(b) CC) x2
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x4
    • Unsafe Storage of a firearm (Section 86 (1) CC) x1
    • Unsafe Storage of a firearm (Section 86 (2) CC) x8
  • Kevin Green, 53, of Hammonds Plains, is facing 14 charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x 9
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x5
  • Douglas Brent Fraser, 67, of Harrietsfield, is facing eight charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x1
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x7                
  • Scott Douglas Fraser, 36, of Portuguese Cove, is facing eight charges:      
    • Possession of stolen property over $5,000 (Section 355(a) CC) x1
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x7                
  • Seth Johnson, 43, of Halifax is facing seven charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x1
    • Possession of stolen property under $5,000 (Section 355(b) CC) x1
    • Theft of vehicle (Section 333.1(1) CC) x4
    • Removing a Vehicle Inspection Number (VIN) from a vehicle (353.1 CC) x1
  • Catlin Fredericks, 29, of Hubley, is facing five charges:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x1
    • Theft of vehicle (Section 333.1(1) CC) x4
  • Jean Paul Laporte, 69, of Halifax, is facing one charge:
    • Possession of stolen property over $5,000 (Section 355(a) CC) x1

Nicholas Barker was arrested on May 7 and is being held to appear in court at a later date. The other accused were arrested at various times in May and were released on appearance notices. They are scheduled to appear in court today.
