The Halifax Regional Municipality has released the following statement regarding today’s Government of Nova Scotia announcement of the introduction of proposed amendments to the Halifax Regional Municipality Charter.
The Halifax Regional Municipality was only advised late yesterday evening that a bill to amend the Halifax Regional Municipality Charter enabling the Minister of Municipal Affairs and Housing to strike down any municipal by-law impacting housing or development was to be tabled today by the Government of Nova Scotia.
The lack of proper consultation with the municipality on legislation such as this is not in keeping with expected levels of communication and collaboration between the two orders of government.
At this early stage, it is uncertain what today’s announcement means for the municipal administration, but more importantly, what it means for the residents of our region. The municipality intends to make representations on its concerns with the bill during the law amendments process.
The advancement of measures to improve housing availability in our region remains a key priority for the municipality.

Déclaration concernant l’annonce du gouvernement de la Nouvelle-Écosse des modifications proposées à la charte de la Municipalité régionale d’Halifax
La Municipalité régionale d’Halifax a publié la déclaration suivante concernant l’annonce du gouvernement de la Nouvelle-Écosse d’aujourd’hui concernant l’introduction de modifications proposées à la charte de la Municipalité régionale d’Halifax.
La Municipalité régionale d’Halifax a été informée tard hier soir qu’un projet de loi visant la modification de la charte de la Municipalité régionale d’Halifax permettant au ministre des Affaires municipales et de l’Habitation d’annuler tout règlement municipal ayant une incidence sur le logement ou l’aménagement devait être déposé aujourd’hui par le gouvernement de la Nouvelle-Écosse.
L’absence de consultation appropriée avec la Municipalité au sujet d’une loi comme celle-ci ne correspond pas au niveau de communication et de collaboration attendu entre les deux ordres de gouvernement.
À ce stade précoce, on ne sait pas ce que signifie l’annonce d’aujourd’hui pour l’administration municipale, et surtout, on ne sait pas ce qu’elle signifie pour les résidents de notre région. La Municipalité a l’intention de présenter des observations sur ses préoccupations à l’égard du projet de loi au cours du processus de modification de la loi.
L’avancement des mesures visant à améliorer la disponibilité des logements dans notre région demeure une priorité clé pour la Municipalité.
