Request

Application by Peter Henry Architect requesting to enter into a Development Agreement to permit a three-storey mixed-use building containing a café and multiple residential units at 6319 Chebucto Road, Halifax.

Proposal

The applicant wishes to enter a new development agreement to allow a three-storey building containing a café and three residential units. The major aspects of the proposal are as follows:
•    This application is being looked at under planning policy in the Regional Centre Municipal Planning Strategy which allows consideration of neighbourhood-scale commercial uses in Established Residential areas through the development agreement process.
•    A development agreement is a legal agreement between a municipal council and a property owner. It establishes site-specific development requirements that may differ from those in the land use bylaw. 
•    A similar proposal was approved previously by Halifax and West Community Council on April 24, 2023 under Case #24111. Differences between the previous and current requests include a height increase from two storeys to three, a roof deck, as well as an increase in allowable residential units. 

The Development Plans (provided below) outline the development proposal in detail.

Process

The application will be considered under the development agreement process.

Status

A public hearing will be held by Halifax and West Community Council on January 21st, 2025 at 6:00 p.m. at Halifax City Hall (Council Chamber), 1841 Argyle Street, Halifax, NS.

All oral and written submissions will be considered at that time. Written submissions are welcomed and encouraged in advance of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision. Written submissions may be forwarded to the Municipal Clerk by e-mail; by fax, 902-490-4208; or by mail, P.O. Box 1749, Halifax, NS, B3J 3A5. Written submissions must be received by the Municipal Clerk’s Office as early as possible and not later than 3:00 p.m. on January 21st, 2025. Please allow sufficient time for delivery.

All visitors to Halifax City Hall must sign-in at the security desk, located at the main (Grand Parade) entrance of City Hall. Visitors who use the accessible entrance on Argyle Street will be escorted to the security desk by staff. All visitors must present federal, provincial, or territorial government-issued photo ID to security. If a visitor does not have government issued photo ID, they may present two pieces of federal, provincial, or territorial government-issued ID, two pieces of documentation (e.g. bills) or a combination of two pieces of government-issued ID/documentation as long as they both include their first and last name.
