Initiate a process to consider amendments to the Secondary Municipal Planning Strategy for Dartmouth to ensure the Burnside Comprehensive Development District policies carry out the goals and direction found in the Regional Municipal Planning Strategy and the Integrated Mobility Plan as described in the staff report dated November 18, 2020; and
2. Direct staff to follow the public participation program described in the Community Engagement section of the staff report dated November 18, 2020.

That Halifax Regional Council amend the recommendation from Halifax and West Community Council from the report dated December 24, 2020 to read as follows:
Give First Reading to consider the proposed amendments to the Halifax Municipal Planning Strategy and the Land Use By-law for Halifax Mainland as set out in Attachments A and B of the staff report dated January 15, 2021, to create a new designation and zone to permit high density redevelopment at 210 & 214 Willett Street, Halifax, to amend the zoning for certain low-density residential properties to better match existing development, and to rezone parkland to the Park and Institutional Zone, and schedule a public hearing.

Motion:
That Halifax Regional Council award RFP No. 20-085, Collection and Transportation of Source-Separated Solid Waste, to the highest scoring proponents in Areas 1 to 8 in accordance with the requirements of the RFP, for the total bid price of $75,896,338.31 (net HST included) over five years as follows and as outlined in Table 3 of the staff report dated January 13, 2021:
• Area 1: Halifax to Royal Environmental in the amount of $15,070,797.55 (including net HST)
• Area 2: Dartmouth to Royal Environmental in the amount of $10,256,972.24 (including net HST)
• Area 3: Bedford, Hammonds Plains to Royal Environmental in the amount of $6,677,348.63 (including net HST)
• Area 4: Western County to Green For Life Environmental in the amount of $8,828,465.27 (including net HST)
• Area 5: Sackville, Beaver Bank, Fall River, Waverley to Royal Environmental in the amount of $12,316,074.61 (including net HST)

11.1.2 Endorsement of Millbrook Reserve on Shannon Park Lands [PDF]
Motion:
That Halifax Regional Council:
1. Authorize the Mayor to write a letter on behalf of Halifax Regional Council endorsing the Millbrook First Nation’s creation of a reserve on a section of the Shannon Park Lands and confirming the Municipality’s intention to enter into a Municipal Services Agreement with Millbrook First Nation; and
2. Direct the Chief Administrative Officer to initiate negotiation of a Municipal Services Agreement with Millbrook First Nation when the reserve is formally approved, and the development process commences.
11.1.3 Proposed Disposal of Park West School Park [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to:
1. Work with the Province of Nova Scotia to undertake a community consultation on the possible disposal of the Park West School Park land (identified as PIDs 40682411, 40724619, 40774077) to the Province for the proposed school, as outlined in the staff report dated January 13, 2021;
2. Give notice in accordance with Charter Section 283(14), of the Municipality’s intention to consider the disposal of the said Municipal parkland at a future Regional Council meeting; and
3. Subject to the community consultation, return to Regional Council for consideration of the proposed disposal of the said Municipal parkland pursuant to the Intergovernmental Transfer provisions under Administrative Order 50 and Administrative Order 2018-004.
11.1.4 AN108 - HRM Asset Names November 1, 2019 to December 31, 2020 [PDF]
Motion:
That Halifax Regional Council:
1. Approve the addition of the name Janet Kitz to the existing Commemorative Names List as shown on Attachment A of the staff report dated January 13, 2021;
2. Approve the administrative park names as shown on Attachment B of the staff report dated January 13, 2021; and,
3. a) Approve the name Shirley’s Splash Pad as the approved municipal park feature asset name for the proposed Dartmouth Common Splash Pad in memory of Shirley Clarke pursuant to the gifting section of Administrative Order 46;
b) Accept the proposed $110,000 community gift from the Clarke family to be applied to the capital costs of the development of the proposed Dartmouth Common Splash Pad.
