2. Subject to the outcome of the Secondary Planning Process and the approvals required to facilitate the development proposal on this site inclusive of addressing land use, subdivision, shared parking, vehicle access and egress, proximity to Provincial right of ways, as well as the size and location of septic fields; and subject to the parties reaching a viable shared parking arrangement; return to Council with the recommended steps and terms of the property conveyance for final approval by Council.

1. Rescind the May 9, 2017 appointment of Lori A. McKinnon, as the Returning Officer for any special election that may be required prior to the 2020 regular municipal and school board election;
2. Appoint Kevin Arjoon, the Municipal Clerk, as the Returning Officer to conduct any special election that may be required prior to the 2020 regular municipal and school board election;
3. Set the dates for the 2019 Special Election in District 15, Lower Sackville, as follows:
a) the date for the Special Election is Saturday October 5, 2019;
b) the date when the Amended List shall be provided to the Returning Officer is August 30, 2019; and

That Halifax Regional Council:
1. Approve an unbudgeted reserve withdrawal of $25,000 for the Rugby Festival and International Men’s Rugby Match event grant as outlined in Table 1 of the May 27, 2019 Special Events Advisory Committee report with funding from the Community and Events Reserve, Q621.
2. In accordance with Administrative Order 1 section 49(1) waive notice of motion of rescission, in order to rescind the June 4, 2019 decision of Halifax Regional Council to award a 3-year funding of $15,000 in 2019/20, 2020/21 and 2021/22 to the MacKenzie Tour Celebrity Pro-Am Golf Tournament.
3. Remove the classification of the MacKenzie Tour Celebrity Pro-Am Golf Tournament event from the New and Emerging Event program and reclassify as a Distinguished Event and approve an unbudgeted one-time reserve withdrawal of $30,000 for 2019/2020 with funding from the Community and Events Reserve, Q621.
