Motion:

Motion:
That Halifax Regional Council give First Reading to proposed By-Law S-447, amending By-Law S-400, the Street Improvement By-law, as set out in Attachment 1 of the staff report dated October 2, 2018. 

14.1.2 Side Guards on Source Separated Solid Waste Collection Vehicles [PDF]
Motion:
That Halifax Regional Council:
1. Approve the installation of side guards on the contracted curbside solid waste collection fleet with funding as provided for in the Financial Implications section of the staff report dated September 25, 2018;
2. Exercise its option to extend the existing condominium collection contracts for garbage, organics and recyclables (and their existing standing offer agreements) for a two-year period as provided for by the terms and conditions outlined in the staff report dated September 25, 2018;
3. Approve the installation of side guards on the contracted condominium solid waste collection fleet with funding as provided for in the Financial Implications section of the staff report dated September 25, 2018.

That Halifax Regional Council direct staff to include policy and land use regulations within the HRM Centre Plan to manage conflict between industrial activities and abutting residential and institutional uses in the Woodside Industrial Park area consistent with the policy direction outlined in the Discussion Section of the staff report dated October 19, 2018.

That Halifax Regional Council approve: 
1. The addition of the name Mel Boutilier to the existing Commemorative Names List as shown on Attachment A of the staff report dated October 9, 2018; 
2. The renaming of Arnold D Johnson Playfield to Arnold D Johnson Sport Field and Silver Hill Park to Silvers Hill Park to correct administrative errors as shown on Attachment B of the staff report dated October 9, 2018;
3. The renaming of Inglis Street Park to Raymond Taavel Park, Halifax, Keltic Garden Playground to Keltic Gardens Park, Lawrencetown, and Two River Park to Partridge Nest Drive Park, Mineville, as shown on Attachment C, D, and E of the staff report dated October 9, 2018;

Motion:
That Halifax Regional Council direct staff to: 
1. Include specific consideration of governance models for the professional arts sector within the current Culture and Heritage Priorities Plan process, including dedicated consideration of the HRM Charter and other relevant legislation; and 
2. Include any subsequent recommendations pursuant to the development of a governance model requiring associated legislative changes as part of an overall approach with respect to municipal arts, culture and heritage governance and advisory priorities.

Councillor Austin - Amendments to Real Property Administrative Orders [PDF]
Motion:
That Halifax Regional Council request a staff report on amendments to HRM’s Real Property Administrative Orders to require Council approval before entering into rights of first refusal for municipally-owned property.

14.3.2 Councillor Craig – Navigator Street Outreach Program Expansion Pilot  [PDF]   
Motion:
That Halifax Regional Council:
1. Give approval of two years funding of ninety thousand dollars ($90,000) per year for the Navigator Street Outreach Program expansion pilot for fiscal years 2019/2020 (subject to budget approval) and 2020/2021 (subject to budget approval); and,
2. Authorize the Mayor and Municipal Clerk to execute a Grant Agreement between the Halifax Regional Municipality, Downtown Business Commission (DHBC), Spring Garden Area Business Association (SGABA) and the Sackville Business Association (SBA) with terms and conditions acceptable to the parties and Chief Administrative Officer and subject to review and approval as to form and authority by Legal Services.

Multi-year Priority Outcome Update 
Motion:
That Halifax Regional Council proceed to prepare the 19/20 multi-year budget and business plan in support of Council’s Priority Outcomes and consistent with the Outcome Plans as presented November 13, 2018 regarding Economic Development, Social Development, Governance and Engagement, and Administrative Priorities.

17.1 Councillor Nicoll – Women’s Advocacy Committee [PDF]
Motion:
That Halifax Regional Council request a staff report on creating a Women’s Advocacy Committee to provide Council with advice on affairs relevant to municipal jurisdiction.  The Committee would advocate for women’s gender-based issue resolutions and opportunities related to municipal policies, priorities and decisions; promote leadership development to empower women to fully participate in civic life and to research and provide information and resources about women’s gender-based issues.    

17.2 Ratification from the November 27, 2018 Committee of the Whole Meeting - Fiscal Framework

That Halifax Regional Council direct staff to develop the 2019-2020 Budget and 2020-21 Budget in Principle according to Council's approved priorities, and preliminary fiscal direction, including:
-maintaining the appropriate level of existing services with the addition of the new services previously approved by Council;
-a three-year capital budget that recapitalizes assets, funds growth related issues and is balanced to the fiscal framework; 
-a responsible debt position; 
-appropriate reserve balances that allow for risk mitigation, future obligations, and opportunities; and,
-alignment of the current average tax bill for residential homes and commercial properties under three scenarios:
a) 2.1% increase for 2019-20;
b) 2.9% increase for 2019-20;
c) 1.9% increase for 2019-20.
