That Halifax Regional Council award RFQ 22-160, Scotiabank Centre Critical Equipment Supply and Storage, to the lowest bidder meeting the specifications, Trane Canada ULC, for a total price of $2,265,817 (HST fully reimbursable) with funds from Project Account No. CB1900008, Energy Efficiency Initiatives as outlined in the Financial Implications section of the staff report dated October 19, 2022.

That Halifax Regional Council release the Buy-Back Agreement which was registered on title to the lands 64-66 Lakecrest Drive (PID 40638694) and 139 Main Street, Dartmouth, (PID 00191700) on November 15, 2006 as instrument #86617041, in support of the development of affordable housing for mental health consumers and seniors by the Affirmative Ventures Association, contingent upon approval of Affirmative Ventures Association’s application for financing from Canada Mortgage and Housing Corporation.

That Halifax Regional Council approve an increase to the contract with Atlantic Underground Services Limited (AUS) under Purchase Order No. 2070856941 for additional work that was required to complete the bridge repairs in the amount of $316,150.50 (net HST included) with funding from Project Account CR200003– Bridges, as outlined in the Financial Implications section of the staff report dated November 1, 2022.

1. Suspend the rules of procedures under Schedule 6 of Administrative Order One, Executive Standing Committee Terms of Reference, requiring the Executive Standing Committee to review the nominations outlined in the staff report dated November 4, 2022 and make a recommendation to Regional Council;
2. Appoint the Councillors to Boards, Committees and Commissions for a term to November 2024, as outlined in Attachment 1 of the staff report dated November 4, 2022;

That Halifax Regional Council direct the Chief Administrative Officer to administer the proposed Councillor expense budget by:
1. Combining the funds for the current budgets for advertising and promotion, out of town travel, conferences, and councillor newsletters (in the combined amount of $248,000); and
2. Commencing in fiscal year 2023-24, allocating the combined funds equally among the Councillors.
15.2.2 Annual Workforce Report 2021-22* [PDF]

That Halifax Regional Council direct the Chief Administrative Officer to:
1. Include to the extent possible, information in future Annual Workplace Reports as it becomes available on:
a. The number of involuntary departures;
b. The turnover and retention rates;
• Where turnover is defined as the number of hires in a period compared to the number of employees at the end of that period;
c. The new-hire turnover rate;
d. The number of both voluntary and involuntary departures;
e. The number of training programs offered, and which are mandatory;
f. The number of training sessions delivered, both mandatory and optional;
g. The number of mandatory training sessions that are still required to be take;
h. Where training classes are required as a matter of employment (for example with police, fire, and transit) the number of training classes and the number of new hires as a result;
i. The vacancy rate at the time that the report is created;
j. Average overtime per employee;
k. Average absenteeism per employee, total number of absent hours, the dollar value of that, and the prorated budget amount;
l. The number of safety incidents reported and the number of WCB claims filed;
m. Succession metrics for mid level management positions and above, including the number of "Ready For" candidates and the number of "Ready in 2-4 year" candidates;
n. Progress update on the provision of information not yet available; and
2. That this information is reported both across the organization and per business unit.

That Halifax Regional Council:
1. Approve the installation of 2.2km of bicycle facilities in Dartmouth North through Farrell Park, Farrell Street, Victoria Road and Highfield Park Drive as described in the Discussion section the staff report dated October 13, 2022
2. Direct Chief Administrative Officer to consider planning and implementation of opportunities for other Dartmouth North mobility improvements including a corridor functional plan for Victoria Road and local street enhancements as identified by this planning study and described in the Discussion section of the staff report dated October 13, 2022.
