That Halifax Regional Council:

1. Repeal the Terms of Reference for the Community Design Advisory Committee;

2. Repeal Administrative Order 2016-001-GOV Respecting the Advisory Committee on the Western Common; and

3. Adopt the amendments to Administrative Order 1 Respecting the Procedures of the Council as outlined in Attachment 4 of the staff report dated July 15, 2024.

That Halifax Regional Council:

1. Give First Reading to consider the proposed amendments to the Municipal Planning Strategy (MPS) for Bedford, as set out in Attachment A  of the staff report dated July 25, 2024, to allow for increased density, increased building height, and additional area to permit a lifestyle community development on lands between Larry Uteck Boulevard, Starboard Drive, and Fleetview Drive, Halifax, and schedule a public hearing; and

2. Give First Reading to consider the proposed amendments to the Municipal Planning Strategy (MPS) for Halifax, as set out in Attachment B of the staff report dated July 25, 2024, to allow for increased density, increased building height, and additional area to permit a lifestyle community development on lands between Larry Uteck Boulevard, Starboard Drive, and Fleetview Drive, Halifax, and schedule a public hearing.

It is further recommended that North West Community Council:

3. Give Notice of Motion to consider the proposed development agreement, as set out in Attachment C of the staff report dated July 25, 2024, to permit a lifestyle community development on lands between Larry Uteck Boulevard, Starboard Drive, and Fleetview Drive, Halifax.  The public hearing for the development agreement shall be held concurrently with that indicated in Recommendation 1 and 2.

15.1.6 Facility Operating Agreement – Upper Hammonds Plains Community Centre* [PDF]
Motion:
That Halifax Regional Council approve a Facility Operating Agreement with the Upper Hammonds Plains Community Development Association for the Upper Hammonds Plains Community Centre facility at 711 Pockwock Road, substantially in the same form as set out in Attachment 1 of the staff report dated July 12, 2024 and authorize the Chief Administrative Officer (CAO) to execute the Facility Operating Agreement.

15.1.7 Facility Operating Agreement – Lake & Shore Community Centre* [PDF]
Motion:
That Halifax Regional Council approve a Facility Operating Agreement (FOA) with the LSCRS for the Lake & Shore Community Centre at 40 Inspiration Drive, Porter’s Lake, substantially in the same form as set out in Attachment 1 of the staff report dated July 12, 2024 and authorize the Chief Administrative Officer (CAO) to execute the FOA.

15.1.8 Fall 2024 Temporary Borrowing Resolution & Debenture* [PDF]
Motion:
That Halifax Regional Council:

1. Approve a Temporary Borrowing Resolution in the amount of $334,471,515 for financing of current debt-funded projects in-progress from the 2024/25 and prior capital budget's, per Attachment 1 of the staff report dated August 23, 2024;

2. Approve a Temporary Borrowing Resolution in the amount of $23,621,739 for financing of the debt-funded projects from previous capital budgets that have reached substantial completion and are eligible for Fall 2024 Debenture Issue application, per Attachment 2 of the staff report dated August 23, 2024; and

3. Authorize the Mayor and Municipal Clerk to sign the Resolution for Pre-Approval of Debenture Issuance, subject to an interest rate not to exceed 6.5%, to enable the Halifax Regional Municipality to issue a debenture not to exceed 20-years, in the amount of $23,621,739, per Attachment 3 of the staff report dated August 23, 2024.

15.1.9 Proposed Amendments to Administrative Order 2014-001-ADM, Respecting Grants to Volunteer Search and Rescue / EMO Organizations - Volunteer Search & Rescue Grants Program: Recommended Awards Fiscal Year 2024-25 [PDF]

That Halifax Regional Council approve:

1. minor amendments to Section 13 of Administrative Order 2014-001-ADM, included as Attachment 1 and Attachment 2 of the staff report dated August 27, 2024; and

2. the award of four (4) Operating Grants as listed in Table 1 of the Discussion section of the staff report dated August 27, 2024 for a combined total of $199,864.78 from Operating Account C801-8004.

15.1.10 Operating Agreement – Mushaboom Community Hall* [PDF]
Motion:
That Halifax Regional Council approve an Operating Agreement with the Mushaboom Community Centre Association for the Mushaboom Community Hall facility (annex to Fire Station #34), at 22 Powers Road, Mushaboom, based on the terms and conditions included in the staff report dated July 24, 2024, and authorize the Chief Administrative Officer (CAO) to execute the Operating Agreement.

15.1.13 Regional Subdivision By-law Amendments - Security Options and Inspection Fees [PDF]

That Halifax Regional Council give First Reading to the proposed amendments to the Regional Subdivision By-law as set out in Attachment A of the staff report dated August 30, 2024, and schedule a public hearing.

15.1.14 African Nova Scotian Community Action Planning [PDF]
Motion:
That Halifax Regional Council:

1. Direct the Chief Administrative Officer to follow the African Nova Scotian Community Action Planning Work Plan as generally outlined in Attachment A of the staff report dated August 16, 2024.

2. Amend Beechville Planning Strategy Review Actions adopted by Regional Council on September 29, 2020 as outlined in Attachment B the staff report dated August 16, 2024.

3. Undertake an Upper Hammonds Plains Planning Strategy Review and an Upper Hammonds Plains Community Action Plan, including:  

a. the preparation of a Community Action Plan, including a comprehensive review of all planning documents that apply in the Upper Hammonds Plains Community and surrounding areas providing access to the Upper Hammonds Plains Community, and returning to Council for consideration of the Action Plan;

b. after the review from 3(a), returning to Council for the initiation of amendments to the planning documents arising from the review; and

c. the preparation of a public participation program which includes the Upper Hammonds Plains Community Land Trust and the Upper Hammonds Plains Community Development Association and returning to Council for consideration of the resulting public participation program; and

4. Undertake a Lucasville Planning Strategy Review and a Lucasville Community Action Plan, including:

a. the preparation of a Community Action Plan, including a comprehensive review of all planning documents that apply in the Lucasville community and surrounding historic African Nova Scotian settlements in Maroon Hill and Middle Sackville; and
b. after the review from 4(a), returning to Council for the initiation of amendments to the planning documents arising from the review, and

c. the preparation of a public participation program in collaboration with the Lucasville Vision Committee to ensure the Lucasville Planning Strategy Review follows a process designed and owned by the Lucasville Community;

5. Direct any new requests for site-specific amendments to the Beaver Bank, Hammonds Plains and Upper Sackville Municipal Planning Strategy that would apply within the areas noted in recommendations 3 and 4 of the staff report dated August 16, 2024 be forwarded to Council for consideration on whether to include them in the planning strategy reviews proposed for initiation under the staff report dated August 16, 2024.

15.2.1 Second Reading Proposed By-law E-103, an Amendment to By-law E-100, Respecting of a Prompt and Coordinated Response to an Emergency and Proposed Amendments to Administrative Order 2018-006-OP, Respecting Halifax Regional Fire & Emergency [PDF]

That Halifax Regional Council:

1. Adopt By-Law E-103, the purpose of which is to amend to By-Law E-100, to reflect the transfer of
the role of Municipal Emergency Management Coordinator to Community Safety as set out in
revised Attachment B of the report dated June 17, 2024; and

2. Adopt the Amendments to Administrative Order 2018-006 OP, the purpose of which is to reflect the
transfer of emergency management coordination from the responsibilities of HRFE as set out in
Attachment D of the staff report dated May 21, 2024.

15.2.2 Proposed Amendments to Administrative Order 2019-004-GOV, Respecting the Women's Advisory Committee - Change to Terms of Reference [PDF]

That Halifax Regional Council:

1. Change the name of the Women’s Advisory Committee to The Women and Gender Equity Advisory Committee; and

2. Adopt the amendments to Administrative Order 2019-004-GOV the Terms of Reference of the Women’s Advisory Committee to replace the word women with the term women and gender diverse individuals or women/gender diverse individuals where appropriate. Where the word woman is used, replace it with woman/gender diverse individual.
