15.1 CHIEF ADMINISTRATIVE OFFICER

15.1.1 Appointment of Development Officers* [PDF]
Motion:
That Halifax Regional Council appoint Stephanie Salloum, Laura Walsh and James Coons as Development Officers, pursuant to Subsection 258(1) of the Halifax Regional Municipality Charter, and that these appointments be effective for the duration of their current conditions of employment with the Halifax Regional Municipality.

15.1.2 Public Participation Program for Supporting Amendments to Planning Documents [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to follow the public participation program as set out in the Discussion section of the staff report dated August 30, 2022, for the consideration of amendments to the applicable existing planning documents to make them consistent with the draft Public Participation Administrative Order.  

15.1.3 Administrative Order 50 Respecting Disposal of Surplus Real Property – A Portion of PID 40454662 44 Simmonds Road, North Preston [PDF]
Motion:
That Halifax Regional Council:

1. Approve the direct sale of a Portion of PID 40454662, 44 Simmonds Road, North Preston, identified as “Parcel A” and “Parcel B” as shown in Attachment 1 of the staff report dated September 1, 2022, to the North Preston Medical Society subject to final subdivision approval as per the terms and conditions outlined in Table 1 of the staff report dated September 1, 2022; and 

2. With respect to the sale of Parcels “A” and “B” shown in Attachment 1 of the staff report dated September 1, 2022, authorize the Chief Administrative Officer to: 

a)    negotiate and execute an Agreement of Purchase and Sale with the North Preston Medical Society as per the terms and conditions set out in Table 1 in the Discussion section of the staff report dated September 1, 2022; and 

b)    direct Mayor and Municipal Clerk to execute a Quit Claim Deed; and 

c)    direct staff to take all steps necessary to complete the said sale. 

15.1.4 Oval Naming Rights* [PDF]
Motion:
That Halifax Regional Council:

1. Award the naming rights opportunity for the Oval and Event Plaza (inclusive of building structures and surrounding area) to Emera Incorporated, subject to the negotiation of terms and conditions that, in the determination of HRM’s Chief Administrative Officer (CAO), (i) comply with Administrative Order 56, (ii) achieve the Key Negotiation Objectives as are outlined in Table 1 of the private and confidential in camera report dated July 27, 2022, and (iii) is in the best interest of the Municipality;

2. Authorize and direct the CAO to execute a naming rights agreement for the Oval and Event Plaza that, in his determination and to his satisfaction, aligns with Council’s directives as described in the above motion; 

3. Authorize the Executive Director, Parks & Recreation, to enter into further amending agreement(s) to temporarily extend the term of the current naming rights agreement between HRM and Emera, if the Executive Director determines there is a need for such extension(s) while negotiations are ongoing; and

4. Not release the private and confidential in camera report dated July 27, 2022 to the public until the naming rights agreement has been executed, and then only to the extent required by law. 

15.1.5 Nova Scotia Federation of Municipalities (NSFM) Survey on Service Exchange

Motion:
That Halifax Regional Council approve the Council Survey Report (Attachment 2 of the staff report dated September 1, 2022) as Halifax Regional Council’s official response to the Nova Scotia Federation of Municipalities (NSFM) Membership Survey to Support the Service Exchange Renegotiation and MGA Review Committee and direct the CAO to forward the report to NSFM.

15.1.6 Initiation of Planning Document Amendments for Market Gardens [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:

1. Initiate a process to consider amendments to the Halifax Regional Municipal Planning Strategy and all applicable community municipal planning strategies and land-use by-laws as necessary to simplify, consolidate and remove barriers to the development of market gardens, consistent with the proposed policy direction outlined within the Discussion section of the staff report dated August 22, 2022, and 

2. Follow the public participation program as set out in the community engagement section of the staff report dated August 22, 2022.

15.1.7 Building Safer Communities Fund – Public Safety Canada - Revised* [PDF]
Motion:
That Halifax Regional Council accept funding from the Building Safer Communities Fund and authorize the Chief Administrative Officer to sign the contribution agreement when received from Public Safety Canada.

15.2 ENVIRONMENT AND SUSTAINABILITY STANDING COMMITTEE
15.2.1 Naturalization Strategy* [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to expand the naturalization pilot to a municipal-wide program and include $150,000 in the 2023/24 operating budget for Regional Council’s consideration to support the program.

15.3 SPECIAL EVENTS ADVISORY COMMITTEE
15.3.1 2022 U Sports Cross Country National Championships Funding Request* [PDF]
Motion:
That Halifax Regional Council approve an event grant in the amount of $15,000, from the 2022/2023 Community and Events Reserve, Q621, to fund Saint Mary’s University for the 2022 U Sports Cross Country National Championships event contingent on the in-person event taking place.

15.3.2 Major Hosting Bid - JUNO Awards 2024 Funding Report* [PDF]
Motion:
That Halifax Regional Council approve a contribution, in the amount of $750,000, to The Canadian Academy of Recording Arts and Sciences (CARAS) for hosting rights to host the 2024 JUNO Awards contingent on Halifax being selected as the host city.

That Halifax Regional Council request a staff report directing the Chief Administrative Officer (CAO) to consider opportunities for development of properties on Canal Cays, Wellington, during Phase 5 of the Regional Plan Review. This review should consider, at minimum:  options for public road access; the relationship to the Kinloch subdivision and the Aerotech Connector Road; and environmental protection measures.
