That Halifax Regional Council adopt Administrative Order 2018-001-ADM, the Halifax Regional Water Commission Administrative Order as set out in Attachment 1 of the staff report dated February 20, 2018.

Motion:
That Halifax Regional Council approve the proposed amendments to the Halifax Municipal Planning Strategy and the Land Use By-law for the Halifax Peninsula, as set out in Attachments A and B of the January 20, 2017 report, with the exception that the overall height of the development as referenced in 2.10.1(c) of the proposed policy be amended to allow for a building no greater than 62 metres at 6009 and 6017 Quinpool Road, Halifax.

14.1 CHIEF ADMINISTRATIVE OFFICER
14.1.1 Administrative Order 50 Disposal of Surplus Real Property - Portion of PID 40000069 and PID 40000051 30 Latter Pond Lane, Herring Cove, and Proposed Funding Contribution Agreement [PDF]
Motion:
That Halifax Regional Council set a date for a public hearing to consider the sale of a Portion of PID 40000069 and PID 40000051, 30 Latter Pond Lane, Herring Cove, to the Herring Cove Community Association for the proposed less than market value price of $1.00 as per the proposed terms and conditions set out in Table 1 of the staff report dated January 26, 2018.

14.1.2 Curbside Collection of Household Medical Waste [PDF]
Motion:
That Halifax Regional Council:
1. Direct staff to continue to manage requests for additional privacy bags by encouraging placement of clear bags in garbage cans; and
2. Direct staff to seek input from the Accessibility Advisory committee on programs and guidelines with respect to the collection of curbside solid waste.

14.1.3 Second Reading Proposed By-law C-1000, Respecting Financing and Charges for Homeowners to Resolve Inadequate On-Site Water Supply, and Proposed Amendment to Administrative Order 15, Respecting License, Permit and Processing Fees [PDF]
Motion:
That Halifax Regional Council:
1. adopt proposed By-law C-1000 Respecting Charges for the Resolution of Inadequate Water Supply as set out in Attachment 1 of the staff report dated January 29, 2018; and
2. amend Administrative Order 15, Respecting License, Permit and Processing Fees as set out in Attachment 2 of the staff report dated January 29, 2018. 
 
14.1.4 Declaration of Surplus Property – Parcel “A” Prospect Road, Hatchet Lake [PDF]
Motion:
That Halifax Regional Council declare the portion of 2141 Prospect Road, PID 41253923, Hatchet Lake, shown as Parcel “A” in Attachment “A” of the staff report dated January 31, 2018, as surplus to municipal requirements, and categorize Parcel “A”, as ‘Intergovernmental Transfer’, as per Administrative Order 50.

14.1.5 Box Lacrosse Facilities [PDF]
Motion:
That Halifax Regional Council direct staff to continue to monitor the usage of both indoor and outdoor facilities for Box Lacrosse usage and other dry-floor users, and review the needs with future assessment of the LeBrun Arena. 

14.1.6 Prohibition on Use of Garburators in HRM
Motion:
That Halifax Regional Council direct staff not to take any action regarding the regulation of garburators in new home construction in the Municipality. 
 
14.1.7 CeaseFire Halifax Funding Proposal [PDF]
Motion
That Halifax Regional Council direct staff to:
1. Explore components of the CeaseFire model for adaptation into existing youth programming; and
2. Investigate external funding options to support youth focused crime prevention programs.

14.1.8 Administrative Order 50 – Disposal of Surplus Real Property – Package 06.17 [PDF]
Motion:
That Halifax Regional Council:
1. Declare the properties contained in Attachments B, C, D and E of the staff report dated February 9, 2018, as surplus to municipal purposes; and, 
2. Categorize the properties as specified in Attachments B, C, D and E of the staff report dated February 9, 2018, for the purposes of Administrative Order 50, respecting the Disposal of Surplus Real Property. 

14.1.9 Herring Cove and Fall River Water Servicing Project [PDF]
Motion:
That Halifax Regional Council:
1. Approve the transfer of $2,381,250 in Clean Water & Wastewater Funds from Herring Cove Water
Servicing, CS000001, to Fall River Water Servicing, CS000002, and increase the Local Improvement Charge component of the Fall River Water Servicing project by $793,750;
2. Approve a budget increase to CS000002, Fall River Water Servicing in the amount of $3,175,000;
3. Expand the project scope as approved on April 25, 2017, thereby extending the water service area
in Fall River and adjoining lots along Fall River Road and Highway #2 to the Hwy 102 Overpass, Lockview Road to the Lockview School access, and McPherson Road and a portion of Ingram Drive for a total length of 6.6 km; and
4. Direct staff to prepare amendments to By-law L-100, Respecting Charges for Local Improvements, to change provisions of the Fall River Water Service Extension section to include the expanded scope of the project, the estimated total project cost, the funding from the Clean Water & Wastewater Fund and the interim Local Improvement Charges.

14.1.10 Amendments to the Regional Plan and All Secondary Municipal Planning Strategies and Land Use By-laws Regarding Secondary Suites and Backyard Suites  [PDF]
Motion:
That Halifax Regional Council:
1. Initiate a process to consider amendments to the Halifax Regional Municipal Planning Strategy and all applicable secondary municipal planning strategies and land-use by-laws as necessary, to simplify, consolidate and remove barriers to the development of secondary suites and backyard suites, consistent with the proposed policy direction outlined within the Discussion section of the staff report dated January 23, 2018; and
2. Follow the public participation program as set out in the Community Engagement section of the staff report dated January 23, 2018. 
 
14.1.11 Alderney Ferry Schedule Adjustments  [PDF]
Motion:
That Halifax Regional Council extend the previously approved additional Alderney ferry service until May 28, 2018, to align with the transit quarterly adjustment date.
 

14.2 HARBOUR EAST MARINE DRIVE COMMUNITY COUNCIL
14.2.1 Case 21281
- Amendments to the Regional Municipal Planning Strategy and the Eastern Shore (West) Land Use By-law for lands on the east side of Scots Lake, Musquodoboit Harbour [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Regional Municipal Planning Strategy and the Land Use By-law for the Eastern Shore (West) as set out in Attachments A and B of the staff report dated January 24, 2018, to enable development of certain 10-hectare (25-acre) lots on the east side of Scots Lake, Musquodoboit Harbour, and schedule a public hearing.

14.2.2 Amendments to Dartmouth Municipal Planning Strategy and Land Use By-law to Rezone Institutional Lands within the Woodside Industrial Park, Dartmouth [PDF]
Motion:
That Halifax Regional Council request an Initiation Report to give consideration of amendments to the Dartmouth Municipal Planning Strategy and Land Use Bylaw which would reduce conflict between Industrial activities and abutting residential and institutional uses in the Woodside Industrial Park area.

That Halifax Regional Council request a staff report to consider adopting, by policy, for the consideration of regional wide amendments to the Regional Municipal Planning Strategy and all Secondary Municipal Planning Strategies and Land Use By-laws regarding the keeping and raising of egg-laying hens/chickens in ALL Residential Zones for the purpose of personal household food supply.

Motion:
That Halifax Regional Council request a staff report and recommendation respecting improving Members familiarity and understanding of the principles contained in the Code of Conduct, Administrative Order 52, through an amendment to section 20 for the Code to require an annual personal review of the Code and signing of Attachment “A”, the “Statement of Commitment”
