Award – Request for Proposal (RFP) 19-163 - Scotiabank Centre Video Production Control Room Replacement [PDF]
Motion:
That Halifax Regional Council award Request for Proposal (RFP) 19-163, Scotiabank Centre Video Production Control Room Replacement to the highest scoring proponent, Matrix Video Communications Corp., for a total price of $1,250,602 (HST fully refundable) with funding from CB000028 – Scotiabank Centre, as outlined in the Financial Implications section of the staff report dated April 23, 2019.  

15.1.2 CA0119 Cole Harbour and Area Community Boundary Project [PDF]
Motion:
That Halifax Regional Council recognize:
1. Cole Harbour as an official HRM Community, as per Map 1 of the staff report dated April 4, 2019 and authorize the Chief Administrative Officer to install community signs as identified on Map 2 of the staff report dated April 4, 2019
2. Cow Bay as an official HRM Community, as per Map 3 of the staff report dated April 4, 2019 
3. Eastern Passage as an official HRM Community, as per Map 4 of the staff report dated April 4, 2019
4. Shearwater as an official HRM Community, as per Map 5 of the staff report dated April 4, 2019; and
5. Westphal as an official HRM Community, as per Map 6 of the staff report dated April 4, 2019 and authorize the Chief Administrative Officer to install community signs as identified on Map 2 of the staff report dated April 4, 2019. 

15.1.3 Dartmouth Heritage Museum Society Management Agreement [PDF]
Motion:
That Halifax Regional Council authorize the Chief Administrative Officer to execute the five-year Management and Operating Agreement with the Dartmouth Heritage Museum Society substantially in the same form as set out in Attachment 1 of the staff report dated May 8, 2019, with annual funding of $100,000.

Motion:
That Halifax Regional Council:
1. Approve the Long-Term Aquatic Strategy (Attachments A and B of the staff report dated May 1, 2019) as the strategic direction for municipal aquatic facility planning; and
2. Direct the Chief Administrative Officer to incorporate subsequent implementation plans into future annual Business Plans for Regional Council’s consideration. 
 

15.2 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
15.2.1
Case H00460 – Protection of Heritage Buildings - Options and Financial Implications

Motion:
That Halifax Regional Council:
1. Adopt the amendments to Administrative Order 2014-002-ADM, Respecting the Heritage Incentives Program, as set out in Attachment B of the staff report dated February 7, 2019, to increase the maximum yearly residential grant to $15,000 and the maximum commercial grant to $25,000 for approved work under the program, for applications received for financial assistance for the 2020-2021 fiscal year; and

That Halifax Regional Council direct the Chief Administrative Officer to:
2. Prepare amendments to By-law B-201 (The Building Code By-law) and return to Regional Council for its consideration, to include registered heritage properties in the list of applications which are exempt from municipal building permit fees when such fees pertain to the maintenance, preservation or restoration of the exterior of a registered heritage building, for implementation in fiscal year 2020/21;
3. Consider increasing the annual funding to the Heritage Incentives Program to $300,000 per year, during the 2020/21 operating budget development process;
4. Return to Regional Council with a report and recommendations with respect to possible amendments to Administrative Order 2014-001-ADM, Respecting Tax Relief to Non-Profit Organizations, to increase the exemption for otherwise-qualified owners of registered municipal heritage properties for implementation in fiscal year 2020/21;
5. Include within the upcoming review of the Regional Municipal Planning Strategy amendments to include policy to enable enhanced development options for registered heritage properties across the municipality by development agreement;
6. Prepare amendments to the municipal evaluation criteria for heritage sites and properties for Regional Council’s consideration, with advice from the Heritage Advisory Committee; such process to take place following completion of the Culture and Heritage Priorities Plan;
7. Research additional measures for the protection of un-registered heritage properties based on existing legislation in other jurisdictions and to prepare a report for consideration by Regional Council respecting possible requests for amendments to the Heritage Property Act; and
8. Continue formal discussions with the Province on measures to prevent the demolition of heritage resources prior to adoption of a heritage conservation district based on the previous written requests from the Municipality sent on April 4, 2016.

Motion:
That Halifax Regional Council:
1. Initiate a process to evaluate existing potential heritage properties identified in Attachment D of the staff report dated December 28, 2018 under the HRM Evaluation Criteria for registered heritage properties under H-200, the Heritage Property By-law;
2. Initiate a background study for the Historic Properties Heritage Conservation District that will consider additional potential heritage resources identified in Attachment D of the staff report dated December 28, 2018 within a boundary that is contiguous with the area identified in Attachment B of the staff report dated December 28, 2018, as Historic Properties; and
3. Direct the Chief Administrative Officer to prepare a program, including financial and land use incentives, for registered heritage properties located in Downtown Halifax, outside of Heritage Conservation Districts, for Halifax Regional Council’s consideration.

That Halifax Regional Council request a staff report on possible options to reduce the cost of street closures for Open Streets type events. Measures to consider should include a possible grant program specifically for street closures or subsidizing the policing costs.

That Halifax Regional Council approve an exemption for a district capital grant in the amount of $4000.00 to purchase bookcases to be used by the Eastern Passage Lion’s Club in their First Books Canada Project.
