Overview:
In accordance with the Heritage Property Act, the Heritage Advisory Committee exists to advise Regional Council on heritage properties, streetscapes, and communities in the HRM. The Committee provides insight into the cultural and historic context of these neighbourhoods and properties, which then allows Regional Council to make informed decisions based on the Committee’s advice.
Objectives/Functions:
Advise HRM on:
- Buildings, public building interiors, streetscapes, and cultural landscapes or areas that should be included in the Heritage Registry;
- Natural and archaeological features that could be protected under the Special Places Protection Act;
- Applications substantially altering the external appearance or demolition of a municipal heritage property;
- Preparation, amendment, revision, or repeal of conservation plan and conservation by-law;
- Administration of heritage conservation districts;
- An application for a certificate that is required to go through a public hearing;
- Any application for heritage agreement, development agreements, or amendments to a Land Use Bylaw that might affect a heritage property or to the Municipal Planning Strategy affecting heritage policies;
- Use, administration, and management of registered heritage properties owned by HRM;
- Any monuments, sculptures, or plaques on heritage properties;
- Promotion, interpretation, deregistration, acquisition, and the financial incentives for heritage properties;
- The evaluation criteria, guidelines, and standards for municipal heritage properties; and
- Recommendations for enforcement in the event of non-compliance.
